Council Minutes of 3-03-2020 <br />categories found elsewhere in the Code; the changes will add requirements for <br />high quality building materials and for detailed landscaping, buffering and <br />screening. It will also reference existing Chapters governing parking, lighting, <br />signage and the development review process. The committee voted to recommend <br />to Council 2-0. <br />Councilman Schumann Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, March 3, 2020 at 7:00 p.m. Present were <br />committee members Schumann, Brossard and Kelly; Council members Glassburn, <br />Hemann and Limpert; Mayor Kennedy, Director of Finance Copfer, Director of Human <br />Resources Gallo, Director of Safety & Service Glauner, Director of Planning & <br />Community Development Lieber and guests. <br />• Discussed first was Ordinance 2020-16. An Ordinance to adjust the salary range <br />for the Outreach Coordinator in the Division of Aging, align divisions with the <br />City's current organizational chart for the year 2020, change the boot and clothing <br />allowance payment to January, adjust the Police Captain range, and adjust the <br />part-time Firefighter range; and otherwise restate the compensation rates and <br />descriptions for various administrative and legislative personnel for the years <br />2018, 2019 and 2020, and declaring an emergency, as twice amended. This was <br />amended about a month ago. It has come back as there are some amendments the <br />Directors wished to add. The committee voted 3-0 to recommend to Council as <br />twice amended. <br />Councilman Schumann moved to amend Ordinance 2020-16 a second time. The motion <br />was seconded by Councilman Brossard and passed unanimously. <br />Roll Call: <br />Yes: Schumann, Brossard, Limpert, Williamson, Glassburn, Hemann, Kelly <br />No: None <br />Motion carried. Ordinance 2020-16 amended 7-0. <br />• Discussed next was Resolution 2020-39. A Resolution authorizing the Mayor to <br />enter into a WOW Business Customer Agreement for the purpose of (1) updating <br />the fiber "Dedicated Internet Access" ("DIA") services within City Hall; and (2) <br />adding a redundant fiber "DIA" service into the Waste Water Treatment Plant. <br />Director Gallo said the redundancy would allow us to have information backed up <br />at City Hall and the Waste Water Treatment Plants on separate servers. The <br />committee voted 3-0 to recommend to Council. <br />Councilman Limpert Chairman of the Streets & Transportation Committee: <br />The Streets & Transportation Committee met on Tuesday, February 25, 2020 at 6:46 p.m. <br />Present were committee members Limpert, Kelly and Glassburn; Council members <br />Brossard, Hemann and Williamson; Mayor Kennedy, Director of Safety & Service <br />Glauner, Director of Planning & Community Development Lieber and guests. <br />3 <br />
