Council Minutes of 3-03-2020 <br />• Discussed first was Resolution 2020-41. A Resolution directing the <br />Administration to include in the next available annual sidewalk assessment <br />program individually cited sidewalk segments found to be in violation of the <br />Codified Ordinances of the City of North Olmsted but not otherwise within the <br />geographic scope of the then ongoing annual sidewalk assessment program. The <br />Director of Planning & Community Development and the Director of Law <br />expressed some concerns about the legislation. Members of Council expressed a <br />desire to create a more consistent experience and options for residents cited inside <br />and outside the scope of the program. The committee voted 3-0 to hold in <br />committee. <br />Councilwoman Hemann Chairwoman of the Environmental Control Committee: <br />The Environmental Control Committee met on Tuesday, February 25, 2020 at 7:14 p.m. <br />Present were committee members Hemann, Glassburn and Williamson; Council members <br />Brossard and Limpert; Mayor Kennedy, Director of Finance Copfer, Director of Human <br />Resources Gallo, Director of Law Gareau, Director of Safety & Service Glauner, Director <br />of Planning & Community Development Lieber and guests. <br />• Discussed first was Resolution 2020-40. A Resolution authorizing the City to <br />participate in the Ohio Department of Transportation's purchasing program for <br />the purpose of securing construction services for the Mackenzie Culvert Project. <br />Director Lieber said the culvert was inspected in 2019 by the Cuyahoga County <br />Engineer and was found to be in need of replacement based on a scale of 1 to 10. <br />Anything scored lower than a four is deemed in need of replacement. The <br />Mackenzie Culvert scored a three. It will cost an estimated $325,000. Based on <br />the cost, the Engineer suggested using a slip liner. This has the same life span as a <br />complete replacement and provides the same protection. A slip liner would cost <br />an estimated $160.000. The committee voted 3-0 to recommend to Council. <br />• Discussed next was Resolution 2019-106. A Resolution authorizing the Mayor to <br />enter into agreements with the City of Cleveland, Division of Water to establish a <br />Municipal Utilities District, to restate the Water Services Agreement, and to <br />provide for the transfer of Water Utility Assets from the City of North Olmsted. <br />This legislation had previously been brought before Council and Council voted 6- <br />1 against the legislation. Resolution 2019-106 is a reintroduction of the previously <br />rejected Resolution with no changes or new items. The committee reported there <br />were no new pieces of information or contract terms from the City of Cleveland <br />and no information has been updated from the City of Westlake litigation. <br />Essentially, all items remain the same from the first introduction of the <br />Resolution.
