This <br />proposal consists of site redevelopment for self -storage and a commercial <br />building. The property is zoned 13-4 Mixed -Use Business. 'file applicant is <br />proposing to reuse and expand the former Toys R US building for an indoor, <br />climate controlled self -storage facility. fhey additionally propose to construct a <br />second storage facility along the west property line and a restaurant building <br />closest to Lorain Road. It may he either a single user or a multi -tenant building. <br />The BZ,BA granted a use variance for the self -storage portion of this project, <br />recognizing the challenge of repurposing large existing retail spaces. The Toys R <br />Us building will be expanded by 30,000 square feet and have an entirely new <br />facade. The public facing sides of the building are primarily masonry and brick <br />veneer with stucco accents. Given the amount of metal on the secondary storage <br />building, and overhead doors on the primary building, two of the three buildings <br />do not meet code requirements for high quality materials. 'The most visible <br />portions of the buildings to the public or patrons of the commercial sites are <br />masonry. City Council may waive the 754% requirement. New landscaping is <br />proposed along Lorain Road and along the entranceway from Dover Center Road. <br />While the BZBA granted a variance for impervious surface, the applicant will <br />increase green space over the current condition. Additionally. permeable pavers <br />have been incorporated into the parking lot behind the commercial building. <br />Sufficient parking is proposed for all uses and traffic generation is expected to be <br />low. Also, the site is served by a traffic light plus entrances on two commercial <br />roads. The lighting plan conforms to code. <br />Councilwoman Williamson moved to approve CMS 19-15717 Self Storage located at <br />27048 Lorain Road incorporating the recommendations of the Planning and Design <br />Commission and waiving the 75°% requirement of high quality materials.
