Council Minutesol'3-1R-2020 <br />Councilman Schumann moved for adoption. The motion was seconded by Councilman <br />1_.impert and passed unanimously. <br />Roll Call: <br />Yes: Schumann, Brossard, Hemann, I_,impert, Glassburn, Williamson <br />No: None <br />Motion carried. Resolution 2020-50 adopted 6-0. <br />Resolution 2020-51 was introduced and placed on first reading by Mayor Kennedy on <br />behalf of Council President Jones, Councilxvoman Hemann and himself. An Ordinance <br />establishing temporary emergency authority of the Mayor by: (1) pre -authorizing <br />expenditure of funds in excess of $50,000.00 as an exception to public bidding during <br />real and present emergencies: (2) increasing the Mayor's contracting authority Froin <br />$5,000.00 to $100,000.00 to address developing emergency conditions, (3) dispensing <br />generally with the procedures for entering into personal services contracts as set forth in <br />Chapter 112 of the Codified Ordinances of the City of North Olmsted due to all <br />emergency situation, but subject to a Iimit of $100,000.00: and (4) authorizing the Mayor <br />to negotiate and enter into revisions of Collectivc Bargaining Agreements all in response <br />to the March 9, 2020 Executive Order 2020-01-1) by State of Ohio Governor Mike <br />DeWine declaring a State of Emergency, and declaring an emergency. Councilman <br />Schumann moved to suspend the rules requiring three readings and formal committee <br />review as this was discussed in Caucus. The motion was seconded by Councilwoman <br />Hemann and passed unanimously. <br />Roll Call: <br />Yes: Schumann, Hemann, Limpert, Glassburn, Brossard, Williamson <br />No: None <br />Motion carried. <br />Councilman Schumann moved for adoption. The motion was seconded by <br />Councilwoman I-lemann and passed unanimously. <br />Roll Call: <br />Yes: Schumann, I lemann, Williamson, Brossard. Glassburn, Limpert <br />No: None <br />Motion carried. Resolution 2020-51 adopted 6-0. <br />Councilman Schumann voted yes with comment. Lct's just hope this doesn't last too <br />long. Pray and hope for the best. <br />Councilwoman Hemann voted yes with comment. I would like to thank our Mayor, <br />Council President and Director of I,aw for being so forward thinking in presenting this <br />and that we will see what happens. Thank you for presenting this to us and to the Mayor <br />for the reporting requirements to keep us all informed. <br />7 <br />
