6. In looking ahead to elected officials potentially reducing salaries if needed, it was <br />said nothing can be done in the current term. Is there any legal options or <br />strategies that could be implemented to allow for this for next year if <br />necessary? Elected officials' wages cannot be legally adjusted during the current <br />term. Elected officials can get paid and then make donations to the city in general <br />or for a specified purpose, example food pantry. <br />Employee and Operation Related Questions: <br />1. What are the plans for the City starting to reopen? (i.e. Governor said May 1 is <br />target date to start reopening... what is the City's plan for slowly starting to ramp <br />up, what precautions will be in place etc.) This is a fluid situation and we will have <br />to react in real-time. We will take every precaution recommended by the Board of <br />Health to keep our employees and residents safe. <br />2. Has the City begun planning for how it will support any requirements for Covid <br />Testing of its employees and residents if required? We will comply with whatever <br />is required. <br />3. What has been the biggest challenge this past month for those employees <br />working from home? The biggest challenge is trying to balance home and work <br />life, especially for employees who have children in school or elderly family <br />members that need errands ran. As far as the ease of working from home, our IT <br />Department has made this transition very simple and we have had little to no <br />problems accessing what we need in order to get our jobs done. Phone calls have <br />been forwarded and employees are fielding calls on their cellphones. The fact that <br />we had this already in motion and in the budget helped us with this process. Have <br />we identified any areas where we need to bring employees back? Not at this time <br />but we are constantly evaluating departments. <br />4. How is the City working with its partners (i.e. Republic, others) to ensure residents <br />are getting their full services back or will there still be delays? See below info on <br />refuse and recycling. <br />5. Will the Recreation Center open when the State permits gyms to open? Once we <br />get the green light to re -open we will take steps to begin the process as safely as <br />possible for employees and members. <br />6. How has the City handled the fees related to programs that were put on hold or <br />canceled due to the stay at home order (i.e. Recreation, Arts, etc.)? Rec Center: <br />We have spent that last month contacting each and every patron who were in a <br />program or had a rental that was cancelled. We gave them the option of a credit <br />for future use, a refund check generated by finance or a refund to the credit card <br />used if possible. The following programs were cancelled: Learn to skate winter <br />session 2, Learn to swim winter session 2, tennis lessons winter session 2, spring <br />volleyball, gymnastics winter session 2, ice show costumes, spring break camp, <br />rink rentals, rink/pool/gymnastics birthday parties, pool rentals, permanent court <br />time tennis rentals. As of yesterday the lacrosse season has been cancelled so <br />we will now refund those participants as well. We have had two requests to <br />refund summer camp fees — summer camp is not until June and has not yet been <br />cancelled. We have a short window to recover Spring learn to swim, but that is <br />seeming unlikely. <br />
