Council Minutes of 5-19-2020 <br />have been previously taken in Ward I to prevent flooding are now showing that they are <br />working. I tell you this, not to gloat as I know other areas of the City were hit worse than <br />Ward I. I tell you this as it gives me hope as I know the Mayor has plans for other parts of <br />the City. They are waiting on some other agencies to do their part so the City can move <br />forward. The two projects in particular that I want to point out are the Dover Lift Station <br />and the Pine School Retention Basin. I drove over to the Pine School Retention Basin <br />right during the maddening downfall on Friday and it was full. That's a good thing that <br />means it is working as all of that water in the giant detention basin is designed to be there <br />rather than in our yards and basements. I know this Mayor and this Administration has <br />worked really hard and proactively on flooding measures. I know he will continue to do <br />that and there is no easy answer, no quick solution or quick fix. I also want to point out <br />our storm crew was very responsive. I had a total of three resident issues and all three <br />were taken care of super quickly by the storm crew. Director Glauner personally drove <br />out and assessed and inspected one of those three. I want to give hats off to the <br />Administration for what was a terrible event, their response thus far has been good. <br />Councilwoman Williamson Chairwoman of the Building, Zoning & Development <br />Committee: <br />The Building, Zoning & Development Committee met on Tuesday, May 12, 2020 at 7:00 <br />p.m. Present were committee members Williamson, Limpert and Schumann; <br />Councilmembers Brossard, Glassburn, Hemann and Kelly; Council President Jones; <br />Mayor Kennedy, Director of Finance Copfer, Director of Human Resources Gallo, <br />Director of Law Gareau, Director of Safety & Service Glauner, Director of Planning and <br />Community Development Lieber, City Engineer DiFranco, Recreation Commissioner <br />Drenski, the applicant and guests. <br />• Discussed was CMS 19-15729 Extra Space Storage located at 24002 Lorain <br />Road. This proposal consists of a self -storage facility. This project was originally <br />approved in 2016. The project was delayed when underground work at the <br />Speedway gas station next door delayed the financing to construct the facility. <br />The lot is split zoned B-1 Local Business and Single Residence to the rear. The <br />applicant obtained a use variance from the BZBA when zoning changed in 2017. <br />Three buildings are planned, one main two story self -storage facility with interior <br />and exterior access and two smaller single story facilities. Building materials are a <br />combination of corrugated metal, brick with limestone accents and synthetic <br />wood siding. The Zoning Code requires at least 75% of high quality materials, <br />which this proposal does not meet. The Planning and Design Commission <br />recommended Council waive the requirement. The applicant has landbanked all <br />of the parking space at the rear of the property, thus increasing green space and <br />keeping those spaces in front of building one. Landscaping is provided along the <br />front of the building, around the ground sign, along the west property line and to <br />the rear of the buildings. Plans show a fence customers can access via a gate but <br />that will separate the front parking area from the rest of the development. <br />Stormwater will flow into the existing pond in the rear of the property, which was <br />designed and constructed as part of the Arbor Woods subdivision. The committee <br />voted 3-0 to recommend to Council. <br />3 <br />
