Council Minutes of 5-19-2020 <br />from the General Fund that will not be happening are $50,000 to the Sidewalk <br />Program and $145,000 in Separation Pay Fund. The Senior Center has $1,000 in <br />programs being cut. Park and Recreation is cutting the budget by about $28,000 <br />for programs, $18,600 for contractual services and $30,000 for capital outlay. The <br />hotel tax fund is having $20,000 for police radios and $38,000 for the life heart <br />monitor, $5,800 for voice amplifiers and $25,000 for a gear washing machine are <br />being cut. The police are cutting $25,000 for new rifles and $15,000 for new <br />Tasers. The Police Department is also cutting $17,684 for new computer <br />upgrades. EMS is not purchasing the squad for $430,000. Streets was able to cut <br />$50,000 in salt purchases due to the mild winter and another $25,000 in <br />contractual services. The City is also not going to purchase the salt truck for <br />$196,500. Springvale is cutting $98,000 in materials and supplies. Most of this is <br />because all of the weddings have been canceled. An additional $18,400 for <br />contractual services at Springvale have been cut, along with $14,800 in capital <br />outlay. The City is also not going to transfer $264,900 to pay down the debt at <br />Springvale. Instead that money is going to be used to pay the interest rather than <br />the bond retirement. The projected loss of income for the General Fund is <br />$1,788,000. The total loss in all of the funds is a projected $3.7 million. COVID <br />related cuts for the General Fund are $1.6 million and all budget cuts total <br />$3,281,854 in the Ordinance. The committee voted 3-0 to recommend to Council <br />as amended with suspension. <br />Councilman Schumann moved to amend Ordinance 2020-53. Ordinance 2020-53 amended 7-0. <br />Councilman Schumann asked for a moment of personal privilege. I know you are all <br />aware of the flooding that took place over the weekend. It was particularly violent in my <br />ward. I cannot tell you how broken hearted I am for the people who have been affected <br />by this. I don't know if this was hubris on my part, but I am incredibly disappointed that <br />in spite of all the work we did over the past nine years that I have been involved we had a <br />system wide failure in Ward III. Obviously, this shows we need to keep digging, keep <br />creating retention and I believe we have a couple projects on paper that we even have the <br />money for and we need to get that EQ basin in and retention in. I understand we have <br />locations spotted for them and we are ready to go and we are just waiting on ODOT. <br />Maybe this event will help us get ODOT to move a little faster. I am not criticizing them, <br />I am just saying in general. I also want to make you aware of just how tense people are <br />right now. We had a really awful event, a really great guy, with a young family. He is a <br />volunteer and home owner's association president. He was attacked by an irate resident. <br />The gentleman was arrested. This happened in front of the Home Owner's Association <br />President's children on Friday night. I feel so sad for them. I also feel sorry for the <br />resident who attacked him. People are at the end of their nerve with this. After being <br />locked down for months and having to go through this, I can't tell you how awful it feels. <br />Lastly, this was a truly impossible situation and I think Greg, Don and the crews acted <br />5 <br />
