Council Minutes of 5-19-2020 <br />really heroically in spite of facing impossible odds and I want to thank them for their hard <br />work over the weekend. That concludes my comments. Thank you. <br />Mayor Kennedy said the City does have the money, it just does not have the property. <br />Councilman Schumann said he knows the City has the money and not the property. He <br />said the sooner we can move on this the better and he appreciates the Mayor moving on <br />this and he appreciates the Directors and Council will move on this as fast as possible as <br />well. <br />Councilwoman Hemann Chairwoman of the Environmental Control Committee: <br />The Environmental Control Committee met on Tuesday, May 12, 2020 at 7:11 p.m. <br />Present were committee members Hemann, Glassburn and Williamson; Council members <br />Brossard, Kelly, Limpert and Schumann; Council President Jones; Mayor Kennedy, <br />Director of Finance Copfer, Director of Law Gareau, Director of Safety & Service <br />Glauner, Director of Planning & Community Development Lieber, City Engineer <br />DiFranco, Recreation Commissioner Drenski and guests. <br />• Discussed first was Ordinance 2020-55. An Ordinance authorizing the Mayor and <br />Finance Director to enter into an amendment of the Sewer Service Area defined <br />by Exhibit B of the Sewer Service Agreement with the County of Cuyahoga, as <br />amended and restated in 2013. The subject of the Ordinance was for an additional <br />waste water tie-in to North Olmsted's Waste Water Treatment Plant in order to <br />accommodate eight additional parcels of land located on the south side of John <br />Road in Olmsted Township. The parcels are a total of 64.9 acres and represent a <br />new housing development consisting of approximately 130 single family homes. <br />Mr. DiFranco addressed the committee and provided a written report and a <br />conceptual site map. He said there are currently eight sanitary entry points from <br />Olmsted Township to North Olmsted. None of the eight connections are at or near <br />capacity. Vice Chair Glassburn inquired about the connection fee, which is about <br />$250,000 and what the permitted uses are for those funds. Director Copfer <br />provided additional information on May 13 and in her report this evening. The <br />committee voted 3-0 to recommend to Council. <br />Councilwoman Hemann moved to amend Ordinance 2020-55 to add an emergency clause <br />for the purpose of waiving the 30 day time period from the date of passing to the <br />effective date in order that the Ordinance become effective immediately after passing to <br />allow the Real Estate Developer to apply for the permits he needs to continue with the <br />project. The motion was seconded by Councilman Glassburn and passed 5-2. <br />Roll Call: <br />Yes: Hemann, Williamson, Limpert, Kelly, Brossard <br />No: Glassburn, Schumann <br />Motion carried.
