MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF NORTH OLMSTED JUNE 2, 2020 Present: Council President Jones, Council Members Brossard, Glassburn, Hemann, Kelly, Limpert, Schumann & Williamson Also Present: Mayor Kennedy, Director of Finance Copfer, Director of Human Resources Gallo, Director of Law Gareau, Director of Planning & Community Development Lieber and Clerk of Council Massarolo Council President Jones called the meeting to order at 8:01 p.m. through GoToMeeting. Due to the meeting being a virtual meeting, Council President Jones requested if any member of the public using a computer wished to address Council to notify the Clerk via the chat feature in GoToMeeting and they would be called on later in the meeting. For those dialing in via phone, the lines would be unmuted during the appropriate portion of the meeting. The following legislation will be considered for passage under suspension of the rules this evening: None. REPORTS Mayor Kennedy: • No Report. Director of Law Gareau: • The Charter Review Commission completed its report. Council should have received the report and the next step is to determine what additional action will be taken. In the past, the Committee of the Whole has given direction to the Director of Law on which pieces of legislation it wanted drafted rather than draft them all and do it ala carte. To be put on the ballot, the legislation must be passed by August 5. • House Bill 252 brings back into focus the plastic bag ban that is in effect. It would stop local forms of government from enacting legislation to ban plastic bags, forks, straws, etc. Director of Finance Copfer: • Amended Senate Bill 310, was passed by the Ohio Senate and is in the House. It deals with distribution of funds from the Federal CARES Act. A special fund must be setup. It cannot be used to cover any items in the budget prior to March 27 of this year. • March and April financial statements were sent via e-mail. The budget reductions were not passed until May so you will not see them in the reports. The April key indicators report with an accompanying narrative was sent to the Administration and Council.
