Council Minutes of 6-02-2020 <br />• The State budget for the next year, which starts July 1, has a $2.5 billion budget <br />hole. They have about a 3.6% budget cut they are still looking for. <br />Councilman Brossard Chairman of the Public Safety, Health & Welfare Committee: <br />The Public Safety, Health & Welfare Committee met on Tuesday, May 19, 2020 at 7:21 <br />p.m. Present were committee members Brossard, Williamson and Limpert; Council <br />members Glassburn, Hemann, Kelly and Schumann; Council President Jones; Mayor <br />Kennedy, Director of Finance Copfer, Director of Human Resources Gallo, Director of <br />Safety & Service Glauner, Director of Planning & Community Development Lieber and <br />guests. <br />• The committee met to discuss the response to the COVID-19 crisis. The <br />discussion centered on policies and procedures at City Hall, Springvale, <br />Recreation Center and Mayor's Court to name a few. At the Recreation Center, <br />fitness stations will be spread out and sanitized. The CDC guidelines for <br />temperature checks will be followed. There will be one way entrance and exits at <br />the facilities. In general, the City will be following the guidelines from the <br />Cuyahoga County Board of Health. <br />Councilwoman Williamson Chairwoman of the Building, Zoning & Development <br />Committee: <br />The Building, Zoning & Development Committee met on Tuesday, June 2, 2020 at 7:00 <br />p.m. Present were committee members Williamson, Limpert and Schumann; <br />Councilmembers Brossard, Glassburn, Hemann and Kelly; Council President Jones; <br />Mayor Kennedy, Director of Human Resources Gallo, Director of Safety & Service <br />Glauner, Director of Planning and Community Development Lieber, the applicant and <br />guests. <br />• Discussed first was CMS 19-13405 Dunkin' Donuts located at 5581 Stearns <br />Road. The applicant proposes to construct a new drive-through restaurant in the <br />portion of the lot north of the existing Rite-Aid building. The area between the <br />existing and proposed building is being reserved for potential future development. <br />The building is just under 2,400 square feet. The project involves disruption to a <br />significant number of existing mature trees on the site. Landscape buffers are <br />included for the new development area adjacent to the commercial property to the <br />east and residentially zoned property to the north. Streetscape plantings are <br />proposed along the entire Stearns Road frontage. The applicant proposes a new <br />curb cut from Stearns Road. The city required a traffic study to be completed and <br />the plans have incorporated the recommendations of the traffic engineer. The <br />right-of-way will be modified, at the applicant's expense, to allow for a left turn <br />land on southbound Stearns leading up to the curb cut. A right turn land on <br />northbound Stearns Road will be constructed. The curb cut will allow traffic to <br />enter from both directions while vehicles exiting at Stearns may only turn right. <br />Storm water will be managed primarily through an added underground storage <br />system located just north of the new Stearns Road curb cut.
