Council Minutes of 6-02-2020 <br />code compliant. The committee voted 3-0 to recommend to Council with the <br />conditions of the Planning & Design Commission. <br />Councilwoman Williamson moved to approve CMS 19-13405 Dunkin' Donuts located at <br />5581 Stearns Road subject to the conditions of the Planning and Design Commission. <br />The motion was seconded by Councilman Limpert and passed unanimously. <br />Roll Call: <br />Yes: Williamson, Limpert, Brossard, Hemann, Kelly, Schumann <br />No: Glassburn <br />Motion carried. CMS 19-13405 Dunkin' Donuts approved 6-1. <br />• Discussed next was CMS 20-16191 Nissan located at 28596 Lorain Road. This <br />proposal is to expand their parking lot for inventory storage and to install a storm <br />water management system in the rear of the property. The project was previously <br />approved by City Council in 2020 but did not proceed and approvals expired. The <br />majority of existing trees in the expansion area will be removed for the parking <br />lot. New landscape planting will fill in the buffer zone area between the fence and <br />the property line. A new wood board -on -board fence is proposed which will be 10 <br />feet high to match the neighboring fence at Mercedes. The neighbors will be <br />consulted before the landscape plan is finalized. No new lighting is proposed for <br />the expanded parking lot. CMS 20-16191 Nissan approved 7-0. <br />Councilman Limpert Chairman of the Streets & Transportation Committee: <br />The Streets & Transportation Committee met on Tuesday, May 26, 2020 at 7:13 p.m. <br />Present were committee members Limpert, Kelly and Glassburn; Council members <br />Brossard, Hemann, Schumann and Williamson; Council President Jones; Mayor <br />Kennedy, Director of Finance Copfer, Director of Law Gareau, Director of Safety & <br />Service Glauner, Director of Planning & Community Development Lieber and guests. <br />• Discussed first was Ordinance 2020-45. Director Lieber noted this is for the <br />assessment of the unpaid amounts due for the unpaid amounts of the 2019 <br />Sidewalk Program. These were sidewalks that were repaired around August of <br />2019 and identified during the inspections of 2018. The City had cited about 742 <br />properties. Of those, 475 were fixed by property owners and 267 were repaired by <br />the city contractor. The program has had a good voluntary payment so far. There <br />are 82 properties still outstanding for assessment. Payments are still coming in <br />3 <br />
