Council Minutes of 6-02-2020 <br />and some have been received as of the week of May 18. The final list will remove <br />anyone who has made payment since the legislation was created. Courtesy notices <br />were provided to the residents as well as all of the required notices by the State. <br />There was discussion around the option to span the number of installments out <br />over multiple assessments and Council agreed this should be allowed to be paid <br />over three installments. The committee voted 3-0 to recommend to Council. <br />• Discussed next was Resolution 2020-58. Director Glauner noted this agreement <br />allows the City to maintain and rejuvenate county roads and be reimbursed for the <br />material costs. The City would still need to pay for the labor, but it is beneficial as <br />it would extend the road life within our City. This year's reimbursement would be <br />$27,309. The committee voted 3-0 to recommend to Council. <br />Councilman Limpert moved to amend Ordinance 2020-45 to allow for three installments. <br />The motion was seconded by Councilman Kelly and passed unanimously. <br />Roll Call: <br />Yes: Limpert, Kelly, Schumann, Glassburn, Hemann, Brossard, Williamson <br />No: None <br />Motion carried. Ordinance 2020-45 amended 7-0. <br />Councilwoman Hemann Chairwoman of the Environmental Control Committee: <br />The Environmental Control Committee met on Tuesday, May 26, 2020 at 7:47 p.m. <br />Present were committee members Hemann, Glassburn and Williamson; Council members <br />Brossard, Kelly, Limpert and Schumann; Council President Jones; Mayor Kennedy, <br />Director of Finance Copfer, Director of Law Gareau, Director of Safety & Service <br />Glauner, Director of Planning & Community Development Lieber, Waste Water <br />Treatment Plan Superintendent Blum, City Engineer DiFranco and guests. <br />• Discussed was Resolution 2020-59. A Resolution authorizing the Mayor to enter <br />into a Mutual Aid Agreement with Ohio WARN, a statewide Water/Wastewater <br />Agency Response Network (WARN). Director Glauner said this was a multicity <br />response network. He said it makes no mandatory requirement to respond. <br />Councilwoman Hemann said she did go to the website and since it is new it is <br />hard to tell all of the member cities right now, but it did look well supported. She <br />also said it will have no negative effect on the City. The committee voted 3-0 to <br />recommend to Council. <br />• Discussed next was a general discussion about the drainage issues in North <br />Olmsted. There was a discussion about vacant parcel's currently owned by the <br />Ohio Department of Transportation (ODOT) and some others owned by the North <br />Olmsted City School District. After a lengthy discussion a general decision was <br />made to have the Environmental committee draft a letter of support on behalf of <br />Council to support the pursuit of purchase of properties either from ODOT or the <br />schools. The letter has been drafted and circulated to Council and will move <br />forward with implementing comments and eventually a sign off by all <br />Councilmembers who are interested in participating in the letter. <br />Councilman Kelly Chairman of the Recreation, Public Parks & Buildings Committee: <br />0 <br />
