Council Minutes of 6-02-2020 <br />The Recreation, Public Parks & Buildings Committee met on Tuesday, May 26, 2020 at <br />7:17 p.m. Present were committee members Kelly, Hemann and Brossard; Council <br />members Glassburn, Limpert, Schumann and Williamson; Council President Jones; <br />Mayor Kennedy, Director of Finance Copfer, Director or Law Gareau, Director of Safety <br />& Service Glauner, Director of Planning & Community Development Lieber, City <br />Engineer DiFranco, Recreation Commission Drenski and guests. <br />• Discussed first was Resolution 2020-61. This is the walking path resolution. <br />Director Lieber said there was a $500 donation pledged for this project. The <br />county grant of $100,000, plus an Engineering fee of $10,325 and $1,500 for <br />advertising minus the $500 donation would be the cost. The committee voted 3-0 <br />to recommend to Council. <br />• Discussed next was Resolution 2020-60. This is the pocket park on Butternut <br />Road. Director Lieber said she had donations totaling $9,000 to offset the City's <br />$10,000 contribution to go with the county's $50,000 grant. There was discussion <br />and Chairman Kelly still had an issue with any City funding being used for this <br />project. The committee voted 2-1 to not recommend to Council. <br />Councilman Kelly moved to amend Resolution 2020-60 for a new section to be added <br />that would read "any financial contributions required of the City of North Olmsted for the <br />completion of this project must be reimbursed by donations in the amount equal to <br />$10,000." The motion was seconded by Councilwoman Hemann and passed 4-3. <br />Roll Call: <br />Yes: Kelly, Hemann, Glassburn, Limpert <br />No: Brossard, Schumann, Williamson <br />Motion carried. Resolution 2020-60 amended 4-3. <br />Councilman Brossard voted no with comment. I believe there needs to be a high level of <br />trust with our Directors as well as our very generous donors. I do take them at their word, <br />so therefore, I do not need the additional proposed language to move forward. My vote is <br />no. <br />Councilman Schumann voted no with comment. I also feel the Director has said she has <br />the cash or commitments in hand and that's good enough for me. Thank you. <br />Councilwoman Williamson voted no with comment. I would follow with Councilman <br />Brossard and Schumann on their comments. Thank you. <br />COMMUNICATIONS <br />Mr. Johnson mailed a letter to Council, a copy of which was e-mailed to Members on <br />Friday. It shares his concerns about Ordinance 2020-55. A copy will be attached to the <br />minutes of this meeting. <br />AUDIENCE PARTICIPATION <br />
