Council Minutes of 6-16-2020 <br />• Discussed next was Resolution 2020-63. An Ordinance approving and authorizing <br />the acceptance of coronavirus relief funding under the Coronavirus Aid, Relief <br />and Economic Security (CARES) Act and Ohio Senate Bill No. 310, affirming the <br />expenditure of said funds by the City consistent with the CARES Act, and <br />declaring an emergency. This aid money comes from the federal government. <br />Because of the size of our community, our share is handled by the County. Our <br />estimated share is $781,000. The money can be used for COVID related expenses <br />outside of our budgeted expenses. This includes capital improvements to help <br />upgrade city properties to help stop the spread of COVID and to purchase PPE. <br />There is a quick spend down as the money must be contracted by October and <br />spent by December. The committee voted 3-0 to recommend to Council with <br />suspension. <br />Councilwoman Hemann Chairwoman of the Environmental Control Committee: <br />The Environmental Control Committee met on Tuesday, June 9, 2020 at 7:31 p.m. <br />Present were committee members Hemann, Glassburn and Williamson; Council members <br />Brossard, Kelly and Schumann; Council President Jones; Mayor Kennedy, Director of <br />Law Gareau and guests. <br />• The Mayor updated the committee regarding the city's interest in various <br />properties owned by the Ohio Department of Transportation and the North <br />Olmsted City School District as they related to the potential to ease some of the <br />flooding issues the City has struggled with. The Mayor mentioned Director Lieber <br />had a meeting on June l l with the schools and discussed the various ODOT <br />properties. Committee member Glassburn inquired about ditch cleaning, dredging <br />and the formation of a storm crew similar to one in place some time ago. The <br />Mayor agreed to send Council the presentation to the residents along with the <br />meeting schedule. Additional information about ditch cleaning along with county <br />reports and information from the Waste Water Treatment Plant would also be <br />provided to Council. <br />Councilwoman Hemann requested a moment of personal privilege. I would like to wish <br />Director Glauner well and tell you that I am very much going to miss the quick service <br />and response you always gave to all of our residents, mine in particular. Thank you so <br />very much for your time with us. I would also like to acknowledge with regard to the <br />Environmental Control committee that Council did receive the resident presentation and <br />resident meeting schedule, but we are still not in receipt of some of the other information <br />and items from the administration. I know they will take a little while to accumulate, <br />some of them are a little older in records. To that end, I will have our Clerk of Council <br />send an e-mail with the items that are owed and hopefully we can get those this week or <br />at the onset of next week. I would also like to thank the Service Department for their <br />work to open the community gardens. I have had a garden since its inception and feel it is <br />an important part of our community. I would like to thank Council President Jones for her <br />donation of potato seed starters and the Oxcart Pantry gave me their particular garden <br />plot to plant all of those potatoes, which I did today. When they are harvested they should <br />provide approximately 10 families with potatoes for a week or two. <br />3 <br />
