The Committee voted 2-0 to recommend to Council. <br />Councilman Glassburn Chairman of the Intra -Governmental Relations Committee: <br />The Intra -Governmental Relations Committee met on Thursday, June 25, 2020 at 7:29 <br />p.m. Present were committee members Glassburn, Schumann & Hemann; Council <br />members Kelly, Limpert and Williamson; Council President Jones; Mayor Kennedy, <br />Director of Finance Copfer, Assistant Director of Law O'Malley, Charter Review <br />Commission Chair Sturgeon and guests. <br />• Discussed were Ordinances 2020-65 through 2020-70. These were amendments <br />proposed by the Charter Review Commission. The committee made amendments <br />on Ordinance 2020-65 and 2020-67. The Commission discussed the cost to put on <br />the ballot. If it was 2016, the ballot issue would have cost us about $8,000 and for <br />every amendment less, the City would save about $500 in advertising costs. <br />Ordinance 2020-65 was amended to change the ballot language and Ordinance <br />2020-67 was amended to put back in the language about Council meeting at least <br />twice a month, along with language regarding Council vacation. Both <br />amendments were recommended to Council 3-0. Ordinance 2020-65 was <br />recommended to Council as amended 3-0, Ordinance 2020-66 was recommended <br />to Council 3-0, Ordinance 2020-67 was recommended to Council as amended 3-0, <br />Ordinance 2020-68 was recommended to Council 2-1, Ordinance 2020-69 was <br />recommended to Council 3-0 and Ordinance 2020-70 was recommended to <br />Council 3-0. <br />Councilman Glassburn moved to amend Ordinance 2020-65's ballot language to read, <br />"Shall Article VII, Section 3 of the Charter of the City of North Olmsted be amended to <br />reallocate the responsibilities of the Parks and Recreation Commission, to the full time <br />staff of the City of North Olmsted, and thereby abolish the Parks and Recreation <br />Commission and its required duties for volunteers?" The motion was seconded by <br />Councilman Schumann and passed unanimously. <br />Roll Call: <br />Yes: Glassburn, Schumann, Kelly, Hemann, Limpert, Williamson <br />No: None <br />Motion carried. Ordinance 2020-65 amended 6-0. <br />Councilman Glassburn moved to amend Ordinance 2020-67's ballot language to read, <br />"Shall Article IV, Section 7 of the Charter of the City of North Olmsted entitled <br />"Meetings" be amended to authorize the City Council to establish its meeting calendar <br />dates, times, locations and to permit the Council to conduct City Council meetings via <br />internet based platforms." And to further amend the amendment language in Section 7(a) <br />to read "Regular Meetings. The Council shall meet at such times and at such locations <br />and/or via electronic methods as may be prescribed by its rules, regulations, ordinances <br />or by-laws, however, not less than twice during each calendar month, excepting that <br />Council may provide for its vacation, during the months of July or August, and during <br />2 <br />
