Special Council Minutes of 6-25-2020
such period is subject to the call of the Mayor." The motion was seconded by
Councilman Schumann and passed unanimously.
Roll Call:
Yes: Glassburn, Schumann, Hemann, Williamson, Limpert, Kelly
No: None
Motion carried. Ordinance 2020-67 amended 6-0.
Councilman Kelly Chairman of the Recreation, Public Parks & Buildings Committee:
The Recreation, Public Parks & Buildings Committee met on Thursday, June 25, 2020 at
7:13 p.m. Present were committee members Kelly and Hemann; Council members
Glassburn, Limpert, Schumann and Williamson; Council President Jones; Mayor
Kennedy, Director of Finance Copfer, Assistant Director of Law O'Malley and guests.
• Discussed first was Resolution 2020-72. A Resolution dispensing with the RFP
process and authorizing the Mayor to enter into a contract with John Patrick
Picard Architect, Inc. for the purpose of providing architectural services for the
North Olmsted City Hall Public Health Improvements Project, and declaring an
emergency. The committee voted 2-0 to recommend to Council.
• Discussed next was Ordinance 2020-73. An Ordinance authorizing the Mayor to
advertise for bids for the award of a contract to provide construction services for
the North Olmsted City Hall Public Health Improvements Project, as detailed in
the specifications on file in the Department of Planning and Community
Development, and authorizing the Mayor, following approval of the Board of
Control, to contract for the same with the lowest and best bidder. The plan is to
redo the main entry and lobby area of City Hall to be safer for employees and the
public. The money needs to be encumbered by October and the work completed
by December. The committee voted 2-0 to recommend to Council.
AUDIENCE PARTICIPATION
Jeff Sturgeon
3092 West 231
I would just like to say the Trench Box is extremely important. It will save your life if a
trench is caving in. The $5,000 is nothing to save someone's life and I think it is a no
brainer, in fact I think the City probably should have had three of these by now.
LEGISLATION
Ordinance 2020-65 introduced by Mayor Kennedy on behalf of himself, Councilman
Glassburn and Councilwoman Hemann was given its second reading. An Ordinance
providing for the submission of an amendment to the electors of the City of North
Olmsted to Article VII, Section 3 of the Charter of the City of North Olmsted for the
purpose of eliminating the Parks and Recreation Commission and reassigning the duties
of the Commission to the administrative staff, and declaring an emergency, as amended.
9
