Special Council Minutes of 6-30-2020 appointments to the Charter Review Commission to occur before January 1" and further requiring the recurring five (5) year review and report of the commission to be completed and submitted to the Council not later than May 31s` of the year in which a review occurs, and declaring an emergency. Councilman Glassburn moved for adoption. The motion was seconded by Councilman Schumann and passed unanimously. Roll Call: Yes: Glassburn, Schumann, Williamson, Hemann, Brossard, Limpert, Kelly No: None Motion carried. Ordinance 2020-69 adopted 7-0. Ordinance 2020-70 introduced by Mayor Kennedy on behalf of himself, Councilman Glassburn and Councilwoman Hemann was given its third reading. An Ordinance providing for the submission of an amendment to the electors of the City of North Olmsted to Article XV of the Charter of the City of North Olmsted for the purpose of allowing City meetings, including all Board and Commission meetings, to be convened and conducted via an electronic format, and declaring an emergency. Councilman Glassburn moved for adoption. The motion was seconded by Councilman Schumann and passed unanimously. Roll Call: Yes: Glassburn, Schumann, Brossard, Hemann, Kelly, Limpert, Williamson No: None Motion carried. Ordinance 2020-70 adopted 7-0. Councilman Limpert voted yes with comment. I think it is important to note as the Charter Review Commission was reviewing this and as part of Council's reviews of this proposals, one important part of this was to allow in case of an emergency and not for business as usual and I think we need to make sure that as a Council that is covered in our Rules of Council for the propose that it is being proposed. An Ordinance to make and transfer appropriations for current expenses and other expenditures for the City of North Olmsted for the year ending December 31, 2020 and declaring an emergency. Councilman Schumann moved for adoption. The motion was seconded by Councilman Brossard and passed unanimously. Roll Call: Yes: Schumann, Brossard, Kelly, Hemann, Glassburn, Limpert, Williamson No: None Motion carried. Ordinance 2020-71 adopted 7-0. Ordinance 2020-72 introduced by Mayor Kennedy was given its third reading. A Resolution dispensing with the RFP process and authorizing the Mayor to enter into a contract with John Patrick Picard Architect, Inc. for the purpose of providing architectural services for the North Olmsted City Hall Public Health Improvements Project, and declaring an emergency. Councilman Kelly moved for adoption. The motion was seconded by Councilwoman Hemann and passed unanimously. F.
