Special Council Minutes of 6-30-2020 conforming the Charter to Revised Code requirements regarding detachment of land, and declaring an emergency. Councilman Glassburn moved for adoption. The motion was seconded by Councilman Schumann and passed unanimously. Roll Call: Yes: Glassburn, Schumann, Brossard, Kelly, Limpert, Hemann, Williamson No: None Motion carried. Ordinance 2020-66 adopted 7-0. Ordinance 2020-67 introduced by Mayor Kennedy on behalf of himself, Councilman Glassburn and Councilwoman Hemann was given its third reading. An Ordinance providing for the submission of an amendment to the electors of the City of North Olmsted to Article IV, Section 7 of the Charter of the City of North Olmsted for the purpose of (1) authorizing the Council to establish Council meeting dates and locations; (2) eliminating the requirement that Council meetings occur in Council Chambers; and (3) authorizing Council meetings to be conducted via electronic format, and declaring an emergency, as amended. Councilman Glassburn moved for adoption. The motion was seconded by Councilman Schumann and passed unanimously. Roll Call: Yes: Glassburn, Schumann, Hemann, Kelly, Williamson, Limpert, Brossard No: None Motion carried. Ordinance 2020-67 adopted 7-0. Ordinance 2020-68 introduced by Mayor Kennedy on behalf of himself, Councilman Glassburn and Councilwoman Hemann was given its third reading. An Ordinance providing for the submission of an amendment to the electors of the City of North Olmsted to Article IV, Section 11 of the Charter of the City of North Olmsted for the purpose of requiring a statement of necessity when the requirement of three (3) readings of legislation is suspended, and declaring an emergency. Councilman Glassburn moved for adoption. The motion was seconded by Councilman Schumann and failed 4-3 due to lack of two-thirds majority. Roll Call: Yes: Glassburn, Hemann, Kelly, Limpert No: Schumann, Williamson, Brossard Motion carried. Ordinance 2020-68 failed due to lack of two-thirds majority 4-3. Councilman Schumann voted no with comment. I truly feel this is a nonissue, but if members of Council feel it is an issue, it should be handled within the rules of Council. Councilman Brossard voted no with comment. For the same reasons as Mr. Schumann. Thank you.
