Council Minutes of 8-4-2020 Councilwoman Hemann moved for adoption. The motion was seconded by Councilman Glassburn and passed 5-2. Roll Call: Yes: Hemann, Glassburn, Kelly, Limpert, Schumann No: Brossard, Williamson Motion carried. Ordinance 2020-76 adopted 5-2. Councilman Brossard voted no with comment. Let me be very clear, I fully support helping out any resident in need of masks, but I favor a more conservative approach especially since Mayor Kennedy has pledged to help any resident in need. Councilwoman Williamson voted no with comment. My vote is no for the same reasons as Councilman Brossard. Councilman Limpert voted yes with comment. I think it is worthwhile to investigate and do the research with what would be needed. I do agree with Councilman Brossard that we should ensure the need is there before moving forward with the actual purchase. Councilman Schumann voted yes with comment. I am changing my position on this based on the last comments by the Finance Director at the Caucus meeting. Thank you. Ordinance 2020-77 was introduced and placed on first reading by Councilman Schumann. An Ordinance amending Section 1135.02 of the Zoning Code of the City of North Olmsted entitled "Accessory Uses" for the purpose of eliminating the two hundred foot residential lot setback requirement for animal shelters used for chickens. Ordinance 2020-78 was introduced and placed on first reading by Mayor Kennedy. An Ordinance providing for the amendment of Chapter 1115 (Definitions) of the Codified Ordinances of the City of North Olmsted. Ordinance 2020-79 was introduced and placed on first reading by Mayor Kennedy. An Ordinance providing for the replacement of Chapter 1163 (Signs) of the Codified Ordinances of the City of North Olmsted. Resolution 2020-80 was introduced and placed on first reading by Mayor Kennedy. A Resolution authorizing the Mayor to accept a donation of four (4) new Lifepack CR2 Defibrillators (A.E.D.) from the Cleveland Clinic for use in the City of North Olmsted Division of Police. Resolution 2020-81 was introduced and placed on first reading by Mayor Kennedy. A Resolution authorizing the Mayor to enter into a lease agreement and to subsequently purchase via the State Purchase Program with Mtech Company, a Ford E-450 CCTV Truck; and further authorizing the Mayor to execute all documents necessary to effectuate such lease and purchase via the State Purchase Program, and declaring an emergency. 5
