Council Minutes of 8-4-2020 <br />Councilwoman Hemann moved for adoption. The motion was seconded by Councilman <br />Glassburn and passed 5-2. <br />Roll Call: <br />Yes: Hemann, Glassburn, Kelly, Limpert, Schumann <br />No: Brossard, Williamson <br />Motion carried. Ordinance 2020-76 adopted 5-2. <br />Councilman Brossard voted no with comment. Let me be very clear, I fully support <br />helping out any resident in need of masks, but I favor a more conservative approach <br />especially since Mayor Kennedy has pledged to help any resident in need. <br />Councilwoman Williamson voted no with comment. My vote is no for the same reasons <br />as Councilman Brossard. <br />Councilman Limpert voted yes with comment. I think it is worthwhile to investigate and <br />do the research with what would be needed. I do agree with Councilman Brossard that we <br />should ensure the need is there before moving forward with the actual purchase. <br />Councilman Schumann voted yes with comment. I am changing my position on this <br />based on the last comments by the Finance Director at the Caucus meeting. Thank you. <br />Ordinance 2020-77 was introduced and placed on first reading by Councilman <br />Schumann. An Ordinance amending Section 1135.02 of the Zoning Code of the City of <br />North Olmsted entitled "Accessory Uses" for the purpose of eliminating the two hundred <br />foot residential lot setback requirement for animal shelters used for chickens. <br />Ordinance 2020-78 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance providing for the amendment of Chapter 1115 (Definitions) of the Codified <br />Ordinances of the City of North Olmsted. <br />Ordinance 2020-79 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance providing for the replacement of Chapter 1163 (Signs) of the Codified <br />Ordinances of the City of North Olmsted. <br />Resolution 2020-80 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing the Mayor to accept a donation of four (4) new Lifepack CR2 <br />Defibrillators (A.E.D.) from the Cleveland Clinic for use in the City of North Olmsted <br />Division of Police. <br />Resolution 2020-81 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing the Mayor to enter into a lease agreement and to subsequently <br />purchase via the State Purchase Program with Mtech Company, a Ford E-450 CCTV <br />Truck; and further authorizing the Mayor to execute all documents necessary to <br />effectuate such lease and purchase via the State Purchase Program, and declaring an <br />emergency. <br />5 <br />
