Council Minutes of 8-4-2020 <br />Councilman Glassburn moved for adoption. The motion was seconded by Councilman <br />Schumann and passed unanimously. <br />Roll Call: <br />Yes: Glassburn, Schumann, Limpert, Kelly, Williamson, Brossard, Hemann <br />No: None <br />Motion carried. Resolution 2020-74 adopted 7-0. <br />Ordinance 2020-75 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2020 and <br />declaring an emergency. Councilman Schumann moved to suspend the rules requiring <br />three readings and formal committee review as the changes were explained in Caucus by <br />the Director of Finance. Ordinance 2020-75 adopted 6-1. <br />Councilman Glassburn voted no with comment. It is important that all of our employees <br />feel that they can use their accrued leave at any time that they need to use it. However, <br />when making budget cuts it is important also that agencies when they are making <br />sacrifices all agencies across the board believe that their sacrifices are being treated <br />equally. When certain agencies get restoration of funds, but not others it damages the <br />credibility of sacrifice between all agencies in the future. Thank you. <br />Ordinance 2020-76 was introduced and placed on first reading by Councilwoman <br />Hemann. An Ordinance to make and transfer appropriations for current expenses for the <br />purpose of purchasing up to $50,000 of reusable masks for residents, utilizing the Local <br />Coronavirus Relief Funds for the City of North Olmsted for the year ending December <br />31, 2020 and declaring an emergency. Councilwoman Hemann moved to suspend the <br />rules requiring three readings and formal committee review.
