Council Minutes of 8-4-2020 <br />development has been cleaned and mapped and Park Ridge is in process. Smoke <br />testing has been done in the Bretton Ridge development. The Mayor said <br />conversations are moving along on both the ODOT and school properties. ODOT <br />has been working with the City to get the easterly waterways cleared. <br />• Director Lieber discussed the MacKenzie culvert project. The origin of the project <br />was an approved repair to put slip lining in the culvert. However, the culvert has <br />deteriorated beyond the ability to slip line and will need to be replaced. ODOT <br />has committed to pay for the construction in an estimated amount of $385,000. It <br />will be done on a reimbursement basis, so the City must first fund it. The City has <br />already set aside about $160,000 for the slip lining, which will be transferred for <br />the replacement project. The City will be responsible for the construction <br />engineering and other minor costs of the project. The City has an excess of about <br />$400,000 from other projects representing funds that have been previously <br />borrowed but not spent which will be reallocated towards this project. The project <br />will be put before Council at the August 18 meeting. <br />Councilman Glassburn said the committee did not meet, but Resolution 2020-74 was <br />heard in Caucus this evening regarding racial unrest and criminal justice issues that are <br />prevalent in society today. It will be considered on first reading. <br />Councilman Glassburn asked for a moment of personal privilege. I just want to <br />congratulate Councilman Kelly on the successful socially distanced marriage of his <br />daughter this past weekend. <br />COMMUNICATIONS <br />Former Council President Duane Limpert sent a thank you note for the flowers at his <br />mother's funeral. A copy of this note was sent to all of Council. <br />AUDIENCE PARTICIPATION <br />None. <br />LEGISLATION <br />Resolution 2020-74 was introduced and placed on first reading by Mayor Kennedy on <br />behalf of himself and all of Council. A Resolution condemning racism and encouraging a <br />commitment to fair and equal treatment for all. Councilman Glassburn moved to suspend <br />the rules requiring three readings and formal committee review seeing as the threat of <br />racism is a threat to public safety and the reasserting of the city's commitment of fairness <br />and equal treatment for all is in the interest of the public welfare.
