Council Minutes of 8-4-2020 <br />Motion carried. Ordinance 2020-88 adopted 7-0. <br />Ordinance 2020-89 was introduced and placed on first reading by Mayor Kennedy on <br />behalf of himself, Councilman Glassburn and Councilwoman Hemann. An Ordinance <br />providing for the submission of an amendment to the electors of the City of North <br />Olmsted to Article IV, Section 11 of the Charter of the City of North Olmsted for the <br />purpose of requiring a statement of necessity when the requirement of three (3) readings <br />of legislation is suspended, and declaring an emergency. Councilman Glassburn moved <br />to suspend the rules requiring three readings and formal committee review seeing as an <br />identical item has previously received three readings and moving the measure to the <br />November ballot would be in the interest of the public welfare. The motion was seconded <br />by Councilman Schumann and passed unanimously. <br />Roll Call: <br />Yes: Glassburn, Schumann, Brossard, Kelly, Limpert, Williamson, Hemann <br />No: None <br />Motion carried. <br />Councilman Glassburn moved for adoption. The motion was seconded by Councilman <br />Schumann and passed unanimously. <br />Roll Call: <br />Yes: Glassburn, Hemann, Kelly, Limpert <br />No: Schumann, Brossard, Williamson <br />Motion failed. Ordinance 2020-89 failed due to lack of two-thirds majority 4-3 <br />Councilman Glassburn voted yes with comment. Since the inception of the Charter <br />Review Commission this Council has placed each approved measure on the ballot for <br />residents to consider. Like mayoral appointments for Directors, I believe we owe great <br />deference for these types of decisions. Further, it has been stated this measure may not be <br />most appropriate in the Charter. Seeing as suspending emergency clauses are provided <br />for in the Charter, I believe it is most appropriate to locate this item in the same location <br />as well. Thank you. <br />Councilman Schumann voted no with comment. I stand by my objections from last <br />month or month and a half ago, whenever we voted last. Thank you. <br />Councilman Brossard voted no with comment. I also stand by my previous objections <br />based on simply any issue that we might have can be handled by the Rules of Council. <br />My vote is no. Thank you. <br />Ordinance 2020-90 was introduced and placed on first reading by Mayor Kennedy on <br />behalf of himself, Councilman Glassburn and Councilwoman Hemann. An Ordinance <br />providing for the submission of an amendment to the electors of the City of North <br />Olmsted to Article XIV of the Charter of the City of North Olmsted to require <br />appointments to the Charter Review Commission to occur before January 1s' and further <br />requiring the recurring five (5) year review and report of the commission to be completed <br />and submitted to the Council not later than May 31 s` of the year in which a review occurs, <br />
