Council Minutes of 8-18-2020 <br />Councilman Limpert Chairman of the Streets & Transportation Committee: <br />The Streets & Transportation Committee met on Tuesday, August 11, 2020 at 7:15 p.m. <br />Present were committee members Limpert, Kelly and Glassburn; Council members <br />Brossard, Schumann and Williamson; Council President Jones; Director of Finance <br />Copfer, Director of Human Resources Gallo, Director of Safety & Service Glauner, <br />Director of Planning & Development Lieber and guests. <br />• Discussed was Resolution 2020-83. An Ordinance enacted by the City of North <br />Olmsted, Cuyahoga County, Ohio hereinafter referred to as "Municipality," in the <br />matter of the hereinafter described improvement and requests cooperation of the <br />County of Cuyahoga, hereinafter referred to as "County" and declaring an <br />emergency. This is an agreement between the County and the City for the <br />resurfacing of Clague Road. Funding was received through NOACA and the <br />County will cover the 50% of construction costs that NOACA does not cover. The <br />County will also cover 60% of the engineering costs, while the City covers the <br />remainder. There is a residential survey online for residents in order to receive <br />feedback on the direction of the project as the City is really taking a close look at <br />the road to see how it can be improved. The committee voted 3-0 to recommend <br />to Council. <br />• Also discussed was Ordinance 2020-84. An Ordinance authorizing the Mayor to <br />enter into an agreement with the Ohio Department of Transportation to allow the <br />resurfacing of Brookpark Road (SR -17) from Lorain Road (SR -10) to the East <br />Corporation Limit (ECL) in the City of North Olmsted, and declaring an <br />emergency. This is a two-step process and this is the first part. ODOT will lead <br />the project and control the bidding process. The bidding will occur this year and <br />construction is targeted for 2021. This is about a $2.6 million dollar project, with <br />the city's portion being about $1.2 million. The City is looking at doing some <br />additional improvements beyond the resurfacing such as landscaping and <br />foundational improvements. This would likely be funded with short-term notes. A <br />TIF will be evaluated, but right now that's not a likely course of action. The <br />committee voted 3-0 to recommend to Council with suspension. <br />Councilwoman Hemann Chairwoman of the Environmental Control Committee: <br />Councilwoman Hemann said since she wasn't in attendance for this meeting she would <br />defer the report to Councilman Glassburn. <br />Councilwoman Hemann asked for a moment of personal privilege. I want to thank my <br />colleagues for agreeing to purchase 2,000 masks for a total of 4,000 to distribute to <br />residents and youth population. Our Clerk of Council will go ahead and make that <br />purchase order for us.
