Council Minutes of 8-18-2020 Councilman Limpert Chairman of the Streets & Transportation Committee: The Streets & Transportation Committee met on Tuesday, August 11, 2020 at 7:15 p.m. Present were committee members Limpert, Kelly and Glassburn; Council members Brossard, Schumann and Williamson; Council President Jones; Director of Finance Copfer, Director of Human Resources Gallo, Director of Safety & Service Glauner, Director of Planning & Development Lieber and guests. • Discussed was Resolution 2020-83. An Ordinance enacted by the City of North Olmsted, Cuyahoga County, Ohio hereinafter referred to as "Municipality," in the matter of the hereinafter described improvement and requests cooperation of the County of Cuyahoga, hereinafter referred to as "County" and declaring an emergency. This is an agreement between the County and the City for the resurfacing of Clague Road. Funding was received through NOACA and the County will cover the 50% of construction costs that NOACA does not cover. The County will also cover 60% of the engineering costs, while the City covers the remainder. There is a residential survey online for residents in order to receive feedback on the direction of the project as the City is really taking a close look at the road to see how it can be improved. The committee voted 3-0 to recommend to Council. • Also discussed was Ordinance 2020-84. An Ordinance authorizing the Mayor to enter into an agreement with the Ohio Department of Transportation to allow the resurfacing of Brookpark Road (SR -17) from Lorain Road (SR -10) to the East Corporation Limit (ECL) in the City of North Olmsted, and declaring an emergency. This is a two-step process and this is the first part. ODOT will lead the project and control the bidding process. The bidding will occur this year and construction is targeted for 2021. This is about a $2.6 million dollar project, with the city's portion being about $1.2 million. The City is looking at doing some additional improvements beyond the resurfacing such as landscaping and foundational improvements. This would likely be funded with short-term notes. A TIF will be evaluated, but right now that's not a likely course of action. The committee voted 3-0 to recommend to Council with suspension. Councilwoman Hemann Chairwoman of the Environmental Control Committee: Councilwoman Hemann said since she wasn't in attendance for this meeting she would defer the report to Councilman Glassburn. Councilwoman Hemann asked for a moment of personal privilege. I want to thank my colleagues for agreeing to purchase 2,000 masks for a total of 4,000 to distribute to residents and youth population. Our Clerk of Council will go ahead and make that purchase order for us. Thank you.
