Council Minutes of 8-18-2020 <br />Brossard, Kelly, Limpert and Schumann; Council President Jones; Director of Finance <br />Copfer, Director of Safety & Service Glauner, Director of Planning & Development <br />Lieber and guests. <br />• Discussed was Resolution 2020-81. A Resolution authorizing the Mayor to enter <br />into a lease agreement and to subsequently purchase via the State Purchase <br />Program with Mtech Company, a Ford E-450 CCTV Truck; and further <br />authorizing the Mayor to execute all documents necessary to effectuate such lease <br />and purchase via the State Purchase Program, and declaring an emergency. This is <br />to help with flood mitigation. It will allow the City to have one truck focus on <br />sewer, while the other one focuses on storm water. It should help mitigate <br />pressing issues in the southernmost part of the City along with isolated spots in <br />other parts of the City that have had issues this year. The purchase is a bit unique <br />as it will be a six month lease to own and will be purchased next year. It was <br />originally planned to be purchased next year, but will be brought in early to help <br />with the pressing public welfare matters. The committee voted 2-0 to recommend <br />to Council with suspension. <br />Councilman Glassburn asked for a moment of personal privilege. I would love to hear <br />just briefly an update from either the Mayor or Director Lieber on the Clague Road <br />survey since it is due on Friday. Do we have enough responses? Do we need more? <br />How's it going or anything to that effect. <br />Director Lieber said the survey is going well. She said so far there have been 170 <br />survey's completed and submitted which is an excellent response rate. The City has sent <br />out direct e-mails to Boards and Commission members to share, reminders have been put <br />up on Facebook and with Council's help spreading the word it is an excellent response <br />rate. If responses keep coming in the next couple of days, it will be a statement to ODOT <br />our community is invested in this project. <br />Councilman Kelly Chairman of the Recreation, Public Parks & Buildings Committee: <br />The Recreation, Public Parks & Buildings Committee met on Tuesday, August 11, 2020 <br />at 7:37 p.m. Present were committee members Kelly and Brossard; Council members <br />Glassburn, Limpert and Williamson; Council President Jones; Director of Human <br />Resources Gallo, Director of Safety & Service Glauner, Director of Planning & <br />Development Lieber and guests. <br />• Discussed was Resolution 2020-82. A Resolution authorizing the Mayor to enter <br />into a contract with Win Supply Company to supply touchless plumbing and <br />electric fixtures for municipal restroom facilities as a real and present emergency <br />exception to public bidding, and declaring an emergency. Due to the time <br />constraint with the CARES Act money this was requested for suspension. All of <br />the City buildings are to get touchless Moen products. Win Supply was selected <br />as they were the lowest of the three bids at $92,658.50. Electrical is not included <br />in the bid. The committee voted 2-0 to recommend to Council. <br />4 <br />
