MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF NORTH OLMSTED SEPTEMBER 1, 2020 Present: Council President Jones, Council Members Glassburn, Hemann, Kelly, Limpert, Schumann & Williamson Also Present: Mayor Kennedy, Director of Finance Copfer, Director of Human Resources Gallo, Director of Law Gareau, Director of Planning & Community Development Lieber and Clerk of Council Massarolo Absent: Council Member Brossard Council President Jones called the meeting to order at 8:00 p.m. through GoToMeeting. Due to the meeting being a virtual meeting, Council President Jones requested if any member of the public using a computer wished to address Council to notify the Clerk via the chat feature in GoToMeeting and they would be called on later in the meeting. For those dialing in via phone, the lines would be unmuted during the appropriate portion of the meeting. The Council Meeting Minutes of August 18, 2020 were approved as written. The following legislation will be considered for passage under suspension of the rules this evening: None. REPORTS Mayor Kennedy: • No Report. Director of Law Gareau: • The City has received communications back from both the Cuyahoga County Board of Elections and the Ohio Secretary of State concerning the ballot language on the Charter amendments. There were some suggested changes, which has happened before, and I didn't believe was of any significant substance. I spoke with one of the sponsors of the legislation and determined it wasn't a significant issue. At this point I have been working with Clerk Massarolo on the timeframe to get the notices issued. Director of Finance Copfer: • The July finance statements were sent to Council this afternoon. • The PAFR has been filed and is on the website and Council has been sent a copy. Copies will not be printed and mailed to residents this year because of the costs and needing to save money due to COVID. The City is planning to publicize it is on the website to residents via multiple methods. • The Office of Budget Management said the amount of money the City will get for COVID spending will be half the amount it received in June and July.
