Council Minutes of 9-15-2020 <br />Council President Jones, Committee of the Whole: <br />The Committee of the Whole met on Wednesday, September 9, 2020 at 7:00 p.m. Present <br />were Council members Glassburn, Hemann, Kelly, Limpert and Williamson; Council <br />President Jones; Director of Finance Copfer, Director of Human Resources Gallo, Clerk <br />of Council Massarolo, Presenter Travis Parker and guests. <br />• The purpose of the meeting was to have a demonstration of a program to improve <br />the efficiency of publishing the agenda, but more importantly to help increase <br />community engagement with City Council. The program was People Speak and <br />Travis Parker from Lakewood Colorado provided the demonstration. <br />Councilwoman Williamson Chairwoman of the Building, Zoning & Development <br />Committee: <br />The Building, Zoning & Development Committee met on Tuesday, September 8, 2020 at <br />7:20 p.m. Present were committee members Williamson, Limpert and Schumann; <br />Councilmembers Brossard, Glassburn, Hemann and Kelly; Council President Jones; <br />Mayor Kennedy, Director of Human Resources Gallo, Director of Law Gareau, Director <br />of Planning and Community Development Lieber and guests. <br />• Discussed together were Ordinances 2020-78 and 2020-79. These are <br />amendments to Chapters 1115 and 1163 respectively. The meeting followed the <br />Public Hearing which was held earlier in the evening. After a lengthy discussion <br />the committee voted 3-0 to hold in committee until September 22. <br />• Discussed next was Ordinance 2020-98. An Ordinance amending Section 1345.05 <br />of Chapter 1345 of the Building Code entitled "Standards for Private Residential <br />Pools" to incorporate standards established by the International Code Council for <br />Pools, Spas and Hot Tubs installed at residential properties. Director Gallo <br />explained this is a house keeping ordinance. The International Code Council for <br />Pools, Spas and Hot Tubs retitled this section. Our Code adopts the International <br />Code Council for Pools, Spas and Hot Tubs standards by reference, therefore the <br />City needs to amend its Ordinance to the proper reference. The committee voted <br />3-0 to recommend to Council. <br />• Discussed last was Ordinance 2020-99. An Ordinance amending and <br />reestablishing Section 1359.09 of Chapter 1359 of the Building Code entitled <br />"Maintenance of Unoccupied Commercial Buildings" in order to establish the <br />appeal process from an order of the Building Commissioner. This is another <br />housekeeping ordinance that clarifies the appeals process in Chapter 1359 by <br />changing the title from Director to Building Commissioner. The committee voted <br />3-0 to recommend to Council. <br />Councilman Limpert Chairman of the Streets & Transportation Committee: <br />The Streets & Transportation Committee met on Tuesday, September 8, 2020 at 6:45 <br />p.m. Present were committee members Limpert, Kelly and Glassburn; Council members <br />Brossard, Hemann and Schumann; Council President Jones; Mayor Kennedy, Director of <br />Planning & Development Lieber, City Engineer DiFranco and guests. <br />2 <br />
