Council Minutes of 9-15-2020 <br />• Discussed was Ordinance 2020-100. An Ordinance amending the Traffic Control <br />File of the City of North Olmsted to remove the no parking signs on Charles <br />Road. Councilman Schumann noted these signs were likely put up decades ago <br />when traffic was more prevalent at the nearby church. The residents have no <br />issues removing the signs. The committee voted 3-0 to recommend to Council. <br />Councilwoman Hemann Chairwoman of the Environmental Control Committee: <br />The Environmental Control Committee met on Wednesday, September 9, 2020 at 7:55 <br />p.m. Present were committee members Hemann, Glassburn and Williamson; Council <br />members Kelly and Limpert; Council President Jones; Director of Finance Copfer and <br />guests. <br />• Discussed was Resolution 2020-93. A Resolution authorizing the City Engineer to <br />solicit Statements of Qualifications ("S.O.Q.") from qualified professional <br />engineers to provide engineering services for the South Intercept Equalization <br />Tank Project, and further authorizing the Mayor, following approval by the Board <br />of Control, to enter into a contract with the firm selected in the Request For <br />Qualifications ("R.F.Q.") process, and declaring an emergency. Councilman <br />Glassburn did not participate in the meeting. The committee briefly discussed <br />putting Resolution 2020-93 back on the agenda on second reading this evening. <br />The committee discussed approving it on suspension pending the executive <br />session to get more information regarding the land pertaining to this project. The <br />committee voted 2-0 to recommend to Council with suspension. <br />Councilwoman Hemann asked for a moment of personal privilege. I would like to pass <br />my condolences on to Emily Margaret Sweeney. They are the family of Patrick Sweeney. <br />He is one of our most admired Ohio public servants, who passed away just a few short <br />days ago. I had the pleasure of knowing the family well and actually follow Mr. <br />Sweeney's advice carefully when it comes to how to interact with constituents. I think we <br />could all learn from his service to the State of Ohio. <br />I'd also like to remind everyone that our mask giveaway starts tomorrow, Wednesday the <br />16th it will be at Maple Intermediate School from 4-7 p.m.; Thursday the 17`x' it will be at <br />Chestnut Intermediate School from 4-7 p.m.; Friday it will be at North Olmsted Middle <br />School from 4-7 p.m. On Saturday the 19th, it will be at the JoAnn Fabric store at Great <br />Northern Plaza from 10 a.m. — 2 p.m. I would like to say that I think they are all pretty <br />excited. It turns out the Manager of the JoAnn Fabrics store is a North Olmsted resident <br />and is pretty excited to have her store participating in this program. If any of you would <br />like to jump in and help, we would love that. <br />Director of Finance Copfer: <br />• The City has received the Auditor's award with distinction for its 2019 audit. <br />That's a great honor for the City. It has had this distinction for multiple years in a <br />row now. <br />• The first round of COVID funding was $763,245.52. The second round, which <br />was just received today was $381,622.76. The transfer ordinance being introduced <br />tonight has the money in there so it can start being spent, but I am not sure about <br />3 <br />
