Council Minutes of 9-15-2020 <br />the categories so it might need to be amended. The Ohio Senate has passed S.B. <br />357 and it is now in front of the Ohio House. This is round three of the CARES <br />Act funding. All of the same rules would apply, except you don't have to have it <br />encumbered until November and you don't need to report until February 1 and <br />return the additional money. The money still needs to be spent by the end of <br />December to qualify for CARES Act funding. North Olmsted's share of this <br />round of funding is estimated to be $1.1 million. It is a large sum, but it is based <br />on population this time where the previous two rounds were based on local <br />government allocation. The Finance Department has been spending a lot of time <br />talking to people about ideas and there has been some clarifications from the <br />Federal Government about how the money can be spent. The City believes it can <br />apply some funding towards wages, which would alleviate some of our shortage <br />of funds because the money spent on wages would be reimbursed. This would <br />leave us in a better position than we would be in if we did not do that. There has <br />to be logic behind arguments for dollars that would apply for wages so I have <br />been spending a lot of time working on that. I will have more detail and an <br />updated spreadsheet for you on Tuesday. <br />Council President said the comment about funding based on population reminds her this <br />is one of the reasons why it is important everyone in the community fills out the census. <br />AUDIENCE PARTICIPATION <br />Jeff Sturgeon <br />3092 West 231 <br />Mr. Sturgeon said he had three quick questions. First, he asked if anyone could tell him <br />how the Clague Road project is shaping up and if there is any news or future meetings <br />regarding this. His second question was if there was any news on when Council might <br />start meeting in person at City Hall and if it was the Governor's order that is not allowing <br />the Council to meet in Chambers at this time. His third and final question was if Trick of <br />Treating was officially canceled for 2020. <br />Mayor Kennedy said Halloween is not officially canceled and the City is looking at it and <br />seeing what other cities are doing. He said the reason there are not public meetings in <br />person is because of the Governor's 10 person limit. <br />Director Lieber said the consultant has prepared some draft information on the study that <br />has been circulated to representatives from the County, ODOT and the City and currently <br />is getting comments back on the draft. She said she anticipates having a presentation and <br />legislation coming to Council in early October. <br />Mr. Sturgeon asked if there were going to be any public meetings regarding Clague Road. <br />Director Lieber said the meeting would be Council's committee meeting regarding the <br />legislation and study. <br />LEGISLATION <br />11 <br />
