Council Minutes of 10-06-2020 <br />• Also discussed was Ordinance 2020-101. An Ordinance to make and transfer <br />appropriations for current expenses and other expenditures for the City of North <br />Olmsted for the year ending December 31, 2020 and declaring an emergency. It <br />included a handful of changes to this year's budget. Notable items were $51,000 <br />from the Division of Building for salaries to contractual services to cover the <br />acting Assistant Building Commissioner and Plans Examiner. A quarter of a <br />million dollar decrease in Parks and Recreation due to programs cut because of <br />COVID. Also, the City received $381,622 additional dollars in the second round <br />of the CARES Act, bringing the total as of September 22 to $1,144,868. The <br />Director of Finance felt comfortable the City could put $100,000 towards benefits <br />with $190,000 to material and supplies. $134,000 to contractual services and <br />$720,000 to the capital outlay. Finally, $10,000 was taken out of Service and put <br />into capital outlay to install a ventilation fan for the Fleet Garage. The committee <br />voted 3-0 to recommend to Council with suspension. <br />Councilman Schumann moved to amend Ordinance 2020-101 based on changes sent to <br />Council on Friday. Ordinance 2020-101 amended 7-0. <br />Councilman Limpert Chairman of the Streets & Transportation Committee: <br />The Streets & Transportation Committee met on Tuesday, September 22, 2020. Present <br />were committee members Limpert, Kelly and Glassburn; Council members Brossard, <br />Hemann, Schumann and Williamson; Council President Jones; Mayor Kennedy, Director <br />of Planning & Development Lieber and guests. <br />• Discussed was Resolution 2020-104. A Resolution authorizing the Mayor or <br />Director of Public Service to advertise for bids for the award of a contract to <br />purchase concrete materials and related supplies for the year 2021, as detailed in <br />the specifications on file with the Engineer, and authorizing the Mayor, following <br />approval of the Board of Control, to contract for the same with the lowest and best <br />bidder. Mayor Kennedy noted this is an annual bid process for concrete for small <br />projects as needed. This contract will purchase as needed rather than a specific <br />quantity. The committee voted 3-0 to recommend to Council. As a note the <br />committee agenda had a different description for this, but the correct Resolution <br />number. The Director of Law considered it acceptable that it was discussed during <br />the meeting. <br />Councilwoman Hemann asked for a moment of personal privilege. I would like to report <br />the mask project had a little over 3,800 masks given away over a period of four days and <br />continuing even now as residents will call in and ask for masks. The program was <br />extremely successful. I would like to thank the North Olmsted City Schools for their <br />participation and help.
