Council Minutes of 10-06-2020 <br />AUDIENCE PARTICIPATION <br />Jeff Sturgeon <br />3092 West 231 <br />Mr. Sturgeon said he agrees with the Mayor that the $1.3 million in CARES Act funding <br />should be used for salary and benefits. <br />Regarding the streaming of meetings, Mr. Sturgeon said about 15 years ago Mr. Dubelko <br />suggested many times to do live broadcasts of meetings. He said it is kind of ironic this <br />disaster now has us doing it. He asked when City Hall does open is this something that <br />will continue? He said he suspects Chambers will be opening soon as he doesn't think <br />this will be going on long. <br />Council President Jones said yes. She said hopefully we will all be together again soon in <br />City Hall. However, she said Council would like to move forward with streaming our <br />meetings forever as far as we are concerned. This would allow people who do not have <br />the ability to make it to City Hall or have other things going on to be able to watch and <br />stay updated. She said the streaming would in no way replace in person meetings, it is <br />supposed to enhance the ability for more of our residents to participate in local <br />government. <br />Mr. Sturgeon asked if there had been talk with the local cable companies about <br />broadcasting the meetings on the public channel. He also said Council will need to add <br />time on their schedule for people who are at City Hall to speak and also a slot for those <br />that are online to speak. He has a concern about how Council will be able to hear <br />someone online as he heard nothing about speakers and microphones for those in the <br />room to hear those online. <br />Councilman Glassburn said in terms of live broadcasting for television or radio the <br />meetings would need to commit to exact times so what would most likely be the outcome <br />of television would be the meetings would be recorded and given to them to rebroadcast <br />if they choose. Regarding microphones, Mr. Glassburn said one of the key assets the City <br />has right now is a pretty good microphone system. He said Council could plug a <br />microphone into a computer which would plug into our audio system. <br />Mr. Sturgeon asked if there would be an overhead speaker so everyone in the room could <br />hear what was said. <br />Councilman Glassburn said, Council Chambers is currently equipped with speakers <br />throughout the room. He said he would imagine anyone speaking remotely would be fed <br />through the current system. <br />Clerk Massarolo said Councilman Glassburn pretty much summed it up. He said Council <br />would need to decide in the future if they want to make it so it is just a stream with no <br />communication, like a TV broadcast, or if they would want to allow those online to <br />rcq <br />
