Exhibit A: Chapter 1163 Signs (Current) <br />S. "Other Advertising Structure" shall mean any marquee, canopy, awning, campanile, gazebo, <br />kiosk or street clock serving to image, identify or promote a commercial enterprise. <br />T. "Permittee" shall mean a person receiving an erection permit pursuant to the provisions of <br />this chapter. <br />U. "Person" shall be mean any individual, corporation, business trust, estate, trust, <br />V. "Erect" shall mean to build, construct, alter, relocate, modify, attach, hang, place, suspend, <br />or affix, and shall also include the painting of signs. <br />W. "Banner" shall mean any sign of cloth, plastic, canvas or similar nonrigid material that is <br />customarily mounted on the walls of buildings or upon the hard surfaces of other structures <br />on property. <br />X. "Wall" shall mean one of the sides of a room or building connecting floor and ceiling or <br />foundation and roof up to and including an exterior parapet that is parallel to and projects no <br />more than four feet above the roof line. <br />Y. "Non-commercial opinion sign" means any sign which does not advertise a product, good, <br />business or service; or expresses one or multiple messages on one or more issues; or <br />promotes any candidate, party, issue, levy, referendum or other matter eligible to be voted <br />upon in any general, primary or special election. <br />Z. "Windblown devices" means objects designed to inform or attract attention, all or part of <br />which is set in motion by or remains inflated by wind, mechanical, electrical or any other <br />means. <br />(Ord. 2008-6. Passed 4-1-08.) <br />Section 1163.03 Permit Required <br />A. Except as provided in Section 1163.04, it shall be unlawful for any person to erect any sign <br />or other advertising structure without first obtaining an erection permit from the Building <br />Commissioner and making payment of the fee required by Section 1163.07. <br />B. No permit is required for repair, repainting, or other maintenance that does not alter a sign. <br />(Ord. 2008-6. Passed 4-1-08.) <br />Section 1163.04 Exemptions to Permit Requirement <br />The following signs are exempt from the permit requirement contained within Section 1163.03: <br />A. Signs that are an integral part of the original construction of vending or similar machines, <br />fuel pumps or similar devices; <br />B. Cornerstones, dedications and other similar building plaques or architectural elements <br />incorporated into a building, in materials and colors compatible with the building design, <br />displaying only the building's name, owner's name, architect's name, date(s) of construction, <br />brief dedication or other historical information, and not exceeding eight (8) square feet in <br />total area; <br />C. Signs which are attached to the inside of a window, do not exceed ten (10) square feet in <br />sign face area, and do not cover more than 25% of the area of the window pane; <br />D. Signs which are an integral part of the historic character of a structure that has been <br />designated an official landmark or historic structure by any agency or body of the <br />Page 1163-3 City of North Olmsted Zoning Code <br />
