Sixth. The Employer may consider applicants from outside the bargaining unit. The <br />,lob shall be awarded to the applicant within the appropriate level of consideration above, <br />who has more experience, skill, ability and seniority. If two (2) or more applicants in a <br />consideration category have substantially equal skill, ability and experience, thea seniority <br />shall govern. If no employee who applies has the necessary skill, ability and experience, <br />the Employer shall have the authority to hire outside the bargaining unit. <br />19.03 The Family ol'Jobs for purposes of awardin- Jobs under Section 2 above is as <br />follows: <br />A.
