ARTICLE 19 PROMOTIONS, BIDDING. TRANSFERS AND <br />,IOB TRAINING <br />19.01 When a vacancyoccurs within a job classification covered by the terms of this <br />Agreement, ora rrew_lob is created within the meaning of Article 24 of this Agreernent, and the <br />Employer decides to till the position. the Fmpioycr shall post a notice of the opening for seven <br />(7) consecutive calendar days on bulletin boards -within each department. -the notice shall <br />contain the job classification. title, rate o1`pay, department and a bricf'job description. Any <br />employee may apply for any such opening posted by tiling a written application on forms <br />provided by the Employer, with the 11uma►7 KeSOUrCes tjlrector on or before the last day of the <br />posting period. Any application not timely filed need not be given consideration. This Article <br />provides the procedure for filling promotional positions covered by this Agreement. No Civil <br />Service exams shall be given for promotions to job classifications covered by this Agreement. <br />19.02 The Employer shall accept timely applications from all members of the bar<Laining unit. <br />Applications shall be considered and jobs awarded to applicants, however, only in accordance <br />with the following order of consideration: <br />First. The Employer must first consider applicants holding positions that are within <br />the same Farnily of Jobs as the position posted. and who are either in the next lower <br />classification, are lateral transfers, or are dove nward transfers. If no such applicant meets <br />the job qualifications set forth below. then the t,:mployer may next move to the next level of <br />consideration: <br />Second. I'he Employer must next consider applicants holding positions that are <br />within the same Family ofJobs as the position posted, and who are in the second next lower <br />classification. If no such applicant meets the job qualifications set forth below, then the <br />I mployer may next move to the next level of consideration: <br />Third. The Employer must next consider applicants holding positions that are <br />within the same Family of Jobs as the position posted. and who are in the third next lower <br />classification. If no such applicant meets the Joh qualifications set forth below, then the <br />Employer may move to the next level of consideration: <br />Fourth. The Employer must next consider applicants holding positions that are <br />within the same Family of Jobs as the position posted, and tvho are in any other next fow,cr <br />classifications other than next, second or third. If no such applicant meets the Joh <br />qualifications set forth below-, then the Employer may next move to the next level of <br />consideration: <br />Fifth. fhe Employer must next consider applications from bargaining unit members <br />who hold positions that are outside the Family of Jobs of the position posted.
