ARTICLE 7 GRIEVANCE PROCEDURE <br />7.01 It is mutually understood that the prompt presentation, adjustment and answering of <br />grievances is desirable in the interest of sound relations between the employee and the 1"Anployer. <br />The prompt and fair disposition of grievances involves important and equal obligations and <br />responsibilities, both joint and independent, on the part of the representatives of'cach party to <br />protect and preserve the Grievance Procedure as an orderly means of resolving grievances. <br />Actions by the Employer or the Union which tend to impair or weaken the Grievance Procedure <br />are improper. <br />7.0' A grievance is a dispute or difference between the Employer and the union.. or bet\-vecn <br />the Ernployer and an employee, concerning the interpretation or application andl'or compliance <br />with the terms of this Agreement and shall include disputes concerning disciplinary actions. <br />When any such grievances arise, the following procedure shall he observed: <br />All grievances shall be written and tiled on an Official Grievance Form. The Official <br />Grievance Form shall be provided to the employee by the Union and shall contain the following <br />information at the time the grievance is tiled. in substantial conformity therewith: <br />i The date the grievance occurred; <br />• The approximate time the grievance occurred: <br />• Provide detailed description of the incident giving rise to the grievance: <br />• Cite specific Articles and Sections of the Agreement involved and their direct <br />relationship to the incident: <br />• Relief requested; <br />• Name and signature of the emplo\ ee and the date signed by the employee: <br />Narne and signature of the Steward and the date signed by the Steward. <br />Sten 1: An employee who has a grievance shall reduce it to writing and the grievance <br />shall be presented to the immediate supervisor by his steward, in the presence of the employee, <br />or, in the case of the Wastewater Plant. the superintendent. within seven (7) working days after <br />the employee learned or should have learned of the event upon which the grievance is based. The <br />immediate supervisor or superintendent shall meet with the employee or the employee and the <br />steward within seven (7) working days. The supervisor or superintendent shall give an answer in <br />writing to the participants involved in the initial meeting w°ithin seven (7) working days <br />following the date of the grievance discussion. The atlected employee shall be required to attend <br />the aforementioned meeting. <br />Step 2: if the employee's grievance is not ,atisf'rcto rih, settled at Step 1, the grievance <br />shall be submitted to the Service Director within seven (7) working flays after the Step 1 answer. <br />'I lie Service Director and/or his designee or representatives shall meet with the Local t_'nion <br />President the Steward or the Chicf Steward or his desiLnee within seven (7) workin<a days after <br />the grievance has been filed with the Service Director. and the Frnployer`s representative shall <br />answer the grievance in writing within seven (7) working days following completion ofthe Step <br />? discussions. The affected employee shall be required to attend the aforementioned meeting. <br />St. ep 3: The Union may appeal the grievance to the Mayor or his designated <br />
