MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />OCTOBER 20, 2020 <br />Present: Council President Jones, Council Members Brossard, Glassburn, Hemann, <br />Kelly, Limpert, Schumann & Williamson <br />Also Present: Mayor Kennedy, Director of Finance Copfer, Director of Human <br />Resources Gallo, Director of Law Gareau, Director of Planning & <br />Community Development Lieber and Clerk of Council Massarolo <br />Council President Jones called the meeting to order at 8:01 p.m. through GoToMeeting. <br />Due to the meeting being a virtual meeting, Council President Jones requested if any <br />member of the public using a computer wished to address Council to notify the Clerk via <br />the chat feature in GoToMeeting and they would be called on later in the meeting. For <br />those dialing in via phone, the lines would be unmuted during the appropriate portion of <br />the meeting. <br />The Council Meeting Minutes of October 6, 2020 were approved as written. <br />The following legislation will be considered for passage under suspension of the rules <br />this evening: First Reading: Resolution 2020-113. <br />REPORTS <br />Mayor Kennedy: <br />• On October 15, Governor DeWine announced Cuyahoga County has returned to a <br />level 3 public emergency due to the recent increases in COVID-19 infections. <br />Senior Center staff uses the Ohio Health Advisory System to determine if and <br />when conducting in person activities is safe. Therefore as of Friday, October 16 <br />the Senior Center building closed and in-person activities and appointments were <br />suspended until further notice. Once the County returns to a level 1 or 2 public <br />emergency, the building will reopen. Virtual programing is continuing at this <br />time. <br />• Recreation is in its final two weeks of renovation of the ice rink. November 2, is <br />the planned reopening date. <br />• Halloween Trek at the Rec is scheduled for Friday, October 23 at 4:30p.m. <br />Director of Law Gareau: <br />• There is some updated language regarding the description of the Charter <br />amendments on the website. The first attempt was a little too legalese. It has been <br />cleaned up and put in an easier to understand format. <br />• Director Gareau updated Council on Westbury Holdings. This is the apartments at <br />Brookpark and Great Northern Boulevard. The case goes back to 2016 with <br />criminal charges concerning the wall and balconies. In April of 2017 there was a <br />plea with a diversion program. As part of it, there was a $350,000 fine of which <br />$15,000 would be paid and $335,000 would be stayed pending compliance.
