Council Minutes of 10-20-2020 <br />the award of a contract to purchase concrete materials and related supplies for the year <br />2021, as detailed in the specifications on file with the Engineer, and authorizing the <br />Mayor, following approval of the Board of Control, to contract for the same with the <br />lowest and best bidder. Councilman Limpert moved for adoption. The motion was <br />seconded by Councilman Kelly and passed unanimously. <br />Roll Call: <br />Yes: Limpert, Kelly, Williamson, Hemann, Glassburn, Brossard, Schumann <br />No: None <br />Motion carried. Resolution 2020-104 adopted 7-0. <br />Ordinance 2020-109 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance amending and reestablishing Section 161.01 of Chapter 161 of the <br />Administrative Code entitled "Non -Bargaining Unit Employee Benefits" in order to <br />adjust funeral leave benefits, as amended. <br />Resolution 2020-110 introduced by Mayor Kennedy was given its second reading. A <br />Resolution approving of and authorizing the Mayor to enter into a Collective Bargaining <br />Agreement with Ohio Council 8, Local 2681, of the American Federation of State, <br />County and Municipal Employees ("AFSCME"), AFL-CIO, for the city's service <br />workers, for the period January 1, 2021 through December 31, 2023. <br />Ordinance 2020-112 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance authorizing the Director of Finance to request proposals from certified public <br />accountants to provide GAAP conversion assistance services for the preparation of the <br />2020 Comprehensive Annual Financial Report (CAFR); and further authorizing the <br />Mayor, subject to approval of the Board of Control, to enter into a five (5) year <br />agreement (with a two (2) year option) with the professional selected in the RFP process, <br />and declaring an emergency. <br />Resolution 2020-113 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution dispensing with the RFP Process and authorizing the Mayor to enter into a <br />contract with Pipe Vision Products for the purpose of providing construction services for <br />the Clague Road stormwater pipe liner at Tree Lane, and declaring an emergency. <br />Councilman Limpert moved to suspend the rules requiring three readings and formal <br />committee review as this was discussed in Caucus. The motion was seconded by <br />Councilman Kelly and passed 5-2. <br />Roll Call: <br />Yes: Limpert, Kelly, Schumann, Williamson, Brossard <br />No: Glassburn, Hemann <br />Motion carried. <br />Councilman Glassburn voted no with comment. While serious issues continue to be a <br />pressing matter in this area of town, if this item was budgeted for nearly a year ago and <br />residents are not aware of the problem, I did not hear a specific citation of any urgency of <br />this specific project that meets the criteria specified in our Charter for normal <br />emergencies so I will vote no. <br />rA <br />
