Council Minutes of 10-20-2020 <br />like it is on the north side of Lorain. He said he is very familiar with Clague Road and <br />those were huge improvements. He said if you look at Westlake, most of Clague Road <br />already has a turn lane in it. Mr. Sturgeon said it has it from Detroit to Center Ridge and <br />the only area that doesn't is from Center Ridge to the North Olmsted border. He said he <br />thought the crosswalk is a great improvement and should have been done years ago. Mr. <br />Sturgeon also said he'd like to see them add lower lights at eye level. He said he <br />understood the light needs to be high enough for a semi to get underneath it, but if you <br />are in the car it's easier to see something at eye level. He said Westlake has flashing <br />lights at eye level at its Clague Park. <br />Councilman Glassburn thanked Mr. Sturgeon for being an active participant. He said <br />Council is still looking at Clague Road. He said our Clerk has been doing quite a bit of <br />research on chicken coops and has provided Council with a full hen house of information <br />about what other cities are doing in terms of regulations. He said there is a lot to look <br />through and he is sure there will be a second crack at it if Council decides to proceed. <br />LEGISLATION <br />Resolution 2020-102 introduced by Mayor Kennedy was given its third reading. A <br />Resolution directing the Fiscal Officer of Cuyahoga County to pay to the City of North <br />Olmsted, Ohio, during the year 2021 all money due and owing said city from any <br />collection source. Councilman Schumann moved for adoption. The motion was seconded <br />by Councilman Brossard and passed unanimously. <br />Roll Call: <br />Yes: Schumann, Brossard, Limpert, Williamson, Hemann, Glassburn, Kelly <br />No: None <br />Motion carried. Resolution 2020-102 adopted 7-0. <br />Ordinance 2020-103 introduced by Mayor Kennedy was given its third reading. An <br />Ordinance providing for the issuance and sale of not to exceed $1,415,000 of notes, in <br />anticipation of the issuance of bonds, to provide funds to pay part of the City's portion of <br />the costs of improving Brookpark Road between certain termini, in cooperation with the <br />Department of Transportation of the State of Ohio, by grading, draining, curbing, <br />reconstructing and rehabilitating the pavement base, and adjusting, constructing and <br />reconstructing catch basins, curbs and curb ramps, manholes and utility valve and <br />monument boxes, where necessary, preparing the surface and resurfacing and providing <br />decorative lighting and landscaping, in each case together with necessary appurtenances <br />and work incidental thereto. Councilman Schumann moved for adoption.
