Council Minutes of 10-20-2020 <br />Kennedy, Director of Finance Copfer, Director of Human Resources Gallo, Director of <br />Planning & Development Lieber and guests. <br />• Discussed was Resolution 2020-108. A Resolution to accept a donation of patio <br />pavers and furniture from the Mayor, Kevin M. Kennedy, for use by the City of <br />North Olmsted. The committee voted 3-0 to recommend to Council with <br />suspension. The Mayor stated he donated the patio pavers and it was installed on <br />the north side of City Hall outside of the Mayor's window. The Mayor stated he <br />paid for the installation. Many questions were asked about why he didn't come to <br />City Council before doing the project. Committee member Hemann asked for <br />documentation of costs. The committee voted 2-0 to hold in committee. <br />AUDIENCE PARTICIPATION <br />Andrew Harant <br />North Olmsted Branch Manager <br />Cuyahoga County Public Library <br />27403 Lorain Road <br />Mr. Harant said the library has a levy issue on the November 3 ballot. He said Issue 70 is <br />a one mil continuing levy request. It will generate approximately $18 million annually for <br />the Cuyahoga County Public Library System, which will also benefit the North Olmsted <br />branch. He said it would cost residents less than $3 per month per $100,000 home value. <br />He said the last time the library asked for tax payer support was in 2008. He said revenue <br />from property tax collections has decreased by 14% since that time. Mr. Harant said this <br />funding will allow the system to continue to operate all 27 of its branches, including the <br />North Olmsted Library. He said it will also preserve all weekend and evening hours along <br />with making safety and security updates. Additionally, it will allow them to maintain its <br />popular afterschool services such as homework help, job training programs and meals. He <br />said if it fails they will be looking at cuts to hours, reductions in services and other things. <br />Council President Jones thanked him for the update. <br />Jeff Sturgeon <br />3092 West 231 <br />Mr. Sturgeon said he is for the chicken coops, but he believes it needs to be done in a <br />manner that protects neighbors. He said he only sees three regulations: 1) 10 chickens; 2) <br />no roosters and; 3) 25 feet from a house. He said the 25 feet from a house is not a good <br />requirement. He said to the best of his knowledge there has never been a basis where a <br />house has been a distance requirement from a structure. He said it has always been <br />property whether it be a shed, garage, etc. Mr. Sturgeon said he also hasn't heard <br />anything about sanitation or anything to prevent disease. He said it would be a good idea <br />to ask the County or State Health Department for guidance in this area. He also said his <br />property is abutted by six neighbors and it is possible he could be surrounded by six <br />chicken coops. He also mentioned duplexes and apartment buildings and asked what if <br />one family wants one and another doesn't. He asked how that would be regulated. Mr. <br />Sturgeon next talked about Clague Road. He said in his opinion it should be duplicated <br />E <br />
