Council Minutes of 10-20-2020 <br />no cost of living increase in 2021, a 2.5% increase in 2022 and a 2.5% increase in <br />2023. It is keeping with the other agreements accepted this year. The contract also <br />adds or changes the following holidays: Martin Luther King Day, full day on <br />Christmas Eve and full day on New Year's Eve. The clothing allowance will be <br />increased by $200. Vacation sellback will be limited to two weeks and the no sick <br />bonus will be eliminated. The City will also no longer pay a premium for a <br />commercial driver's license for new employees after January 1, 2021. The <br />committee voted 3-0 to recommend to Council. <br />Councilman Limpert Chairman of the Streets & Transportation Committee: <br />The Streets & Transportation Committee met on Tuesday, October 13, 2020 at 8:30 p.m. <br />Present were committee members Limpert, Kelly and Glassburn; Council members <br />Hemann, Schumann and Williamson; Mayor Kennedy, Director of Finance Copfer, <br />Director of Planning & Development Lieber, consultants from Mott MacDonald and <br />guests. <br />• Discussed was Resolution 2020-111. A Resolution authorizing and directing the <br />Director of Planning & Community Development to make application to the Ohio <br />Department of Transportation (ODOT) on behalf of the City of North Olmsted for <br />funding for safety related improvements to Clague Road; and further authorizing <br />funds for the required local match; and further authorizing the Mayor to accept <br />the grant if awarded and to execute a contract for the same, and declaring an <br />emergency. The committee received a presentation of a safety study performed by <br />Mott MacDonald for improvements on Clague Road. The City is eligible to apply <br />for safety funding through ODOT with the condition of 10% local match. The <br />consultants addressed their recommendations and reasoning for why they didn't <br />recommend other options. They expect a 30% efficiency increase by adding a <br />turning lane at Maple Ridge and Clague Road. Committee member Kelly <br />expressed his desire to have a turning lane available at Alexander. Committee <br />member Limpert and Councilmember Glassburn requested an estimate to add a <br />turning lane as the consultants believed it wouldn't be within the scope to get <br />90/10 financing from ODOT. Councilman Glassburn also asked about safety <br />concerns of water pooling on the street and if that was evaluated as part of the <br />study. The committee voted 3-0 to hold in committee. <br />Councilwoman Hemann asked for a moment of personal privilege. I would like to report <br />the sign has gone up at the corner of Canterbury and Butternut Ridge for the pocket park <br />installation. It went up yesterday, I think. I am waiting to see as the work begins and how <br />it starts to progress. I'd like to thank everybody of course for having that little project.
