Council Minutes of 10-20-2020 <br />Councilwoman Williamson Chairwoman of the Building, Zoning & Development <br />Committee: <br />The Building, Zoning & Development Committee met on Tuesday, October 13, 2020 at <br />7:22 p.m. Present were committee members Williamson, Limpert and Schumann; <br />Councilmembers Glassburn, Hemann and Kelly; Mayor Kennedy, Director of Finance <br />Copfer, Director of Law Gareau, Director of Planning and Community Development <br />Lieber, Building Commissioner Grusenmeyer and guests. <br />• Discussed was Ordinance 2020-77. An Ordinance amending Section 1135.02 of <br />the Zoning Code of the City of North Olmsted entitled "Accessory Uses" for the <br />purpose of eliminating the two hundred foot residential lot setback requirement <br />for animal shelters used for chickens. After a lengthy discussion on this matter a <br />motion was made to hold the legislation in committee in order to obtain additional <br />information. The committee voted to hold the legislation in committee 3-0. <br />Councilman Schumann Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, October 20, 2020 at 7:30 p.m. Present were <br />committee members Schumann, Brossard and Kelly; Council members Glassburn, <br />Hemann, Limpert and Williamson; Council President Jones; Mayor Kennedy, Director of <br />Finance Copfer, Director of Human Resources Gallo, Director of Law Gareau and guests. <br />• Discussed was Resolution 2020-109. An Ordinance amending and reestablishing <br />Section 161.01 of Chapter 161 of the Administrative Code entitled "Non - <br />Bargaining Unit Employee Benefits" in order to adjust funeral leave benefits. It <br />addresses employee bereavement leave policies. It is going to be increased from <br />three to five days. Grandparents of an employee's spouse has been added as an <br />immediate family member and the language is being amended to include anyone <br />listed with approval of the supervisor or director. This is changing from other <br />families members on the original legislation. The committee voted 3-0 to <br />recommend to Council as amended. <br />Councilman Schumann moved to amend Resolution 2020-109. The motion was seconded <br />by Councilman Brossard and passed unanimously. <br />Roll Call: <br />Yes: Schumann, Brossard, Hemann, Limpert, Kelly, Glassburn, Williamson <br />No: None <br />Motion carried. Resolution 2020-109 amended 7-0. <br />• Discussed next was Resolution 2020-110. A Resolution approving of and <br />authorizing the Mayor to enter into a Collective Bargaining Agreement with Ohio <br />Council 8, Local 2681, of the American Federation of State, County and <br />Municipal Employees ("AFSCME"), AFL-CIO, for the city's service workers, for <br />the period January 1, 2021 through December 31, 2023. It is for a three year <br />agreement with the Service and Wastewater Treatment Plant employees. There is <br />3 <br />
