Council Minutes of 11-04-2020 LEGISLATION Ordinance 2020-109 introduced by Mayor Kennedy was given its third reading. An Ordinance amending and reestablishing Section 161.01 of Chapter 161 of the Administrative Code entitled "Non -Bargaining Unit Employee Benefits" in order to adjust funeral leave benefits, as amended. Councilman Schumann moved for adoption. The motion was seconded by Councilman Brossard and passed unanimously. Roll Call: Yes: Schumann, Brossard, Hemann, Limpert, Williamson, Kelly, Glassburn No: None Motion carried. Ordinance 2020-109 adopted 7-0. Resolution 2020-110 introduced by Mayor Kennedy was given its third reading. A Resolution approving of and authorizing the Mayor to enter into a Collective Bargaining Agreement with Ohio Council 8, Local 2681, of the American Federation of State, County and Municipal Employees ("AFSCME"), AFL-CIO, for the city's service workers, for the period January 1, 2021 through December 31, 2023. Councilman Schumann moved for adoption. The motion was seconded by Councilman Brossard and passed unanimously. Ordinance 2020-78 introduced by Mayor Kennedy was given its second reading. An Ordinance providing for the amendment of Chapter 1115 (Definitions) of the Codified Ordinances of the City of North Olmsted, as amended. Ordinance 2020-79 introduced by Mayor Kennedy was given its second reading. An Ordinance providing for the replacement of Chapter 1163 (Signs) of the Codified Ordinances of the City of North Olmsted, as twice amended. Ordinance 2020-112 introduced by Mayor Kennedy was given its second reading. An Ordinance authorizing the Director of Finance to request proposals from certified public accountants to provide GAAP conversion assistance services for the preparation of the 2020 Comprehensive Annual Financial Report (CAFR); and further authorizing the Mayor, subject to approval of the Board of Control, to enter into a five (5) year agreement (with a two (2) year option) with the professional selected in the RFP process, and declaring an emergency. Councilman Schumann moved to suspend the rules requiring three readings as this was discussed in committee and recommended 3-0. The motion was seconded by Councilman Brossard and passed unanimously.
