Council Minutes of 1 1-04-2020 <br />• Discussed was Resolution 2020-111. A Resolution authorizing and directing the <br />Director of Planning & Community Development to make application to the Ohio <br />Department of Transportation (ODOT) on behalf of the City of North Olmsted for <br />funding for safety related improvements to Clague Road; and further authorizing <br />funds for the required local match; and further authorizing the Mayor to accept <br />the grant if awarded and to execute a contract for the same, and declaring an <br />emergency. There were some follow-up questions from the October 13 meeting <br />that Director Lieber responded to. Regarding a third lane throughout the whole <br />project, it is estimated it would cost up to six million, but no formal cost estimate <br />was conducted as part of the safety assessment. It was also discussed why the <br />third lane was not warranted for funding as part of the fund matching. <br />Councilman Limpert asked what the cost of additional turn lanes might be and it <br />was estimated to be approximately $250,000 if it was a one lane turn lane or <br />higher if more than a one lane turn. Mr. Glassbum asked what other sources could <br />be used for a third lane for a more long term project. The Mott MacDonald <br />representative noted that funding sources would be recommended to go to the <br />County to provide some additional details. Director Lieber noted the County, <br />NOACA and ODOT are already funding as part of this application proposal 50% <br />of the non -safety related portion of the project. She said it would be unlikely they <br />would participate in a full third lane expansion. It would likely require a new <br />process if going outside this application. Mr. Kelly inquired about the scope of the <br />project being limited to the turn lane and cross -walk. The consultants said the <br />recommendation was made after reviewing congestion, pre-COVID-19 crash and <br />traffic information which led to the evaluation of the areas that would meet the <br />needs in the safety application and the collaboration with NOACA, the County <br />and ODOT. It also considered the right mix of the cost value of the project with <br />optimal benefit. Mr. Glassbum expressed a desire for more information on the <br />cost of a third lane and if there would be another match possibility. Director <br />Lieber said the application is up to $500,000 on a rolling basis and the next <br />opportunity would be in the spring. Both Director Lieber and the consultants said <br />it was their understanding the COVID-19 impacts on the budget have provided a <br />less clear picture on what funding might look like in 2021. They also said the <br />application might be considered weaker based reducing the current safety value. <br />The committee voted 2-1 to hold Resolution 2020-111 in committee. <br />Councilwoman Hemann asked for a moment of personal privilege. I want to thank the <br />North Olmsted police officers for working at the front doors of our polling stations <br />yesterday. I did a split shift between two polling locations and had some interesting <br />inquiries on what I was passing out or doing there.
