Council Minutes of 11-04-2020 <br />Councilwoman Hemann voted yes with comment. I would like to add my agreement to <br />Mr. Glassburn's comment that we change our sign a lot. Four times a day is really not a <br />lot for a business such as a restaurant to offer a change for what their daily special is at <br />breakfast or at dinner time, which would be two changes perhaps. A school might want to <br />advertise that they have a PTU meeting on a particular evening and also some other <br />student activity such as a sporting event or some other thing that might be an activity at <br />the school or with the parent organizations. Churches might want to, in residential <br />neighborhoods, offer their worship schedule and/or other meetings that might be for <br />youth group attendance or certain other events. So I think four times a day is not <br />burdensome to any of those things. It has previously been suggested by some of our <br />Councilmembers that maybe perhaps later we could look at our usage as a city for our <br />own sign. Unfortunately, none of that was suggested by those Councilmembers and I'd <br />like to see this once a day thing move to four times a day. I think it is a very good <br />convenience for those businesses. Thank you. <br />Councilman Schumann voted no with comment. I would like to see us move slow with <br />this, you just can't put the worms back in the can when you open it. Thank you. <br />Councilman Schumann Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, October 27, 2020 at 7:00 p.m. Present were <br />committee members Schumann, Brossard and Kelly; Council members Glassburn, <br />Limpert and Williamson; Council President Jones; Mayor Kennedy, Director of Finance <br />Copfer, Director of Human Resources Gallo, Director of Planning & Development Lieber <br />and guests. <br />• Discussed was Ordinance 2020-112. An Ordinance authorizing the Director of <br />Finance to request proposals from certified public accountants to provide GAAP <br />conversion assistance services for the preparation of the 2020 Comprehensive <br />Annual Financial Report (CAFR); and further authorizing the Mayor, subject to <br />approval of the Board of Control, to enter into a five (5) year agreement (with a <br />two (2) year option) with the professional selected in the RFP process, and <br />declaring an emergency. The GAAP refers to the Generally Acceptable <br />Accounting Principles. This report needs to be prepared each year. Our previous <br />contract has ended so the City is shopping around. Last year the City spent <br />$29,275.00 for this service, which was about the same as the previous year. The <br />Director expects the cost to be consistent with this in the future. The committee <br />voted 3-0 to recommend to Council. <br />Councilman Limpert Chairman of the Streets & Transportation Committee: <br />The Streets & Transportation Committee met on Tuesday, October 27, 2020 at 7:06 p.m. <br />Present were committee members Limpert, Kelly and Glassburn; Council members <br />Brossard, Schumann and Williamson; Director of Finance Copfer, Director of Human <br />Resources Gallo, Director of Law Gareau, Director of Planning & Development Lieber, <br />consultants from Mott MacDonald and guests. <br />4 <br />
