Council Minutes of 11-04-2020 <br />placed in the COVID policy the committee was satisfied with the other <br />amendments and voted 3-0 to recommend both Ordinances to Council. <br />Councilwoman Williamson moved to amend Ordinance 2020-78 with the amendments <br />approved by the Building, Zoning and Development Committee. The motion was <br />seconded by Councilman Limpert and passed unanimously. <br />Roll Call: <br />Yes: Williamson, Limpert, Schumann, Glassburn, Hemann, Brossard, Kelly <br />No: None <br />Motion carried. Ordinance 2020-78 amended 7-0. <br />Councilwoman Williamson moved to amend Ordinance 2020-79 with the amendments <br />approved by the Building, Zoning and Development Committee. The motion was <br />seconded by Councilman Limpert and passed unanimously. <br />Roll Call: <br />Yes: Williamson, Limpert, Brossard, Hemann, Glassburn, Schumann, Kelly <br />No: None <br />Motion carried. Ordinance 2020-79 adopted 7-0. <br />Councilman Glassburn moved to amend Ordinance 2020-79 to amend Chapter <br />1163.12(C)(8)(a) which reads "Only one ground sign on each lot may have an electronic <br />message center, except that electronic message centers shall be prohibited in residential <br />districts and on lots within any locally -designated historic district." The amendment is to <br />removed "in residential districts and". The motion was seconded by Councilwoman <br />Hemann and passed 4-3. <br />Roll Call: <br />Yes: Glassburn, Hemann, Limpert, Kelly <br />No: Brossard, Schumann, Williamson <br />Motion carried. Ordinance 2020-79 amended 4-3. <br />Councilman Glassburn moved to amend Ordinance 2020-79 to amend Chapter <br />1163.12(C)(8)(d) which reads "Messages can only change once every 24 hours." The <br />amendment is to strike the word "once" and in its place insert "four times." The motion <br />was seconded by Councilwoman Hemann and passed 4-3. <br />Roll Call: <br />Yes: Glassburn, Hemann, Williamson, Kelly <br />No: Schumann, Limpert, Brossard <br />Motion carried. Ordinance 2020-79 amended 4-3. <br />Councilman Glassburn voted yes with comment. Our city has an electronic message <br />center in front of City Hall that changes once every 15 minutes. I think it is hypocritical <br />to our argument to state that it is impossible to change more than once a day, while we <br />are doing the same thing. <br />3 <br />
