Council Minutes of 1 1-04-2020 <br />Council President Jones, Committee of the Whole: <br />The Committee of the Whole met on Tuesday, October 27, 2020 at 7:34 p.m. Present <br />were Council members Brossard, Glassburn, Kelly, Limpert, Schumann and Williamson; <br />Council President Jones; Mayor Kennedy, Director of Finance Copfer, Director of <br />Human Resources Gallo, Director of Law Gareau, Director of Planning & Community <br />Development Lieber, Clerk of Council Massarolo and guests. <br />• The Mayor provided a brief update on the search for the Safety/Service Director. <br />• Council discussed the codification contract that is coming up this year. <br />• There was some discussion about setting of the elected officials salaries for the <br />next four years. <br />Councilwoman Williamson Chairwoman of the Building, Zoning & Development <br />Committee: <br />The Building, Zoning & Development Committee met on Wednesday, October 21, 2020 <br />at 7:00 p.m. Present were committee members Williamson, Limpert and Schumann; <br />Councilmembers Glassburn, Hemann and Kelly; Director of Human Resources Gallo, <br />Director of Law Gareau, Director of Planning and Community Development Lieber, <br />Building Commissioner Grusenmeyer and guests. <br />• Discussed was Ordinance 2020-78. An Ordinance providing for the amendment <br />of Chapter 1115 (Definitions) of the Codified Ordinances of the City of North <br />Olmsted. Discussed at the same time was companion Ordinance 2020-79. An <br />Ordinance providing for the replacement of Chapter 1163 (Signs) of the Codified <br />Ordinances of the City of North Olmsted. Director Lieber explained the last <br />substantial update was 20 years ago and many things have changed since that <br />time. Among some of the areas of discussion were size and scale of signs, <br />temporary signs, design guidelines, digital signs, drive through signs; along with <br />the administration and enforcement process. Councilmembers Williamson, <br />Limpert, Schumann and Glassburn submitted proposed amendments. Some of the <br />proposed amendments for Ordinance 2020-79 were adding a new section to adopt <br />a COVID policy, add vehicles into temporary signage, reorder the purpose <br />statement, delete language regarding electronic message centers on landmark <br />properties and add language prohibiting electronic message centers in residential <br />districts. The proposed amendment to 2020-78 was to eliminate the flag <br />definition. The committee voted 3-0 to hold the legislation in committee until the <br />requested amendments could be made to the legislation. <br />The Building, Zoning & Development Committee met again on Tuesday, October 27, <br />2020 at 7:58 p.m. Present were committee members Williamson, Limpert and Schumann; <br />Councilmembers Brossard, Glassburn and Kelly; Council President Jones; Mayor <br />Kennedy, Director of Finance Copfer, Director of Human Resources Gallo, Director of <br />Law Gareau, Director of Planning and Community Development Lieber and guests. <br />• The committee met to review the amendments discussed to Ordinances 2020-78 <br />and 2020-79 from the October 21 meeting.
