Council Minutes of 11-17-2020 <br />Council President Jones, Committee of the Whole: <br />The Committee of the Whole met on Tuesday, November 10, 2020 at 9:14 p.m. Present <br />were Council members Brossard, Glassburn, Hemann, Kelly, Limpert, Schumann and <br />Williamson; Council President Jones; Mayor Kennedy, Director of Finance Copfer, <br />Director of Human Resources Gallo, Director of Law Gareau, Clerk of Council <br />Massarolo and guests. <br />• Council asked for a Safety/Service update. The Mayor informed Council he is <br />going to be asking to keep the Safety Director position unfilled for now and to <br />have his selected Service Director focus on Service only. <br />• Discussed next was the elected officials' salary. The elected officials' salary <br />ordinance must be done prior to the filing deadline. The salaries must be set for a <br />full four year period and may not be adjusted up or down during the term. The <br />Ordinance will set the pay for the Mayor, Law Director, Finance Director, <br />Council President and Ward I, II, III and IV Councilmembers. There is a separate <br />ordinance for At -Large Councilmembers that will be discussed when the time <br />comes. A majority of Council felt all elected officials should remain on the same <br />schedule and the legislation is on first reading tonight. <br />Councilman Brossard Chairman of the Public Safety, Health & Welfare Committee: <br />The Public Safety, Health & Welfare Committee met on Tuesday, November 10, 2020 at <br />7:00 p.m. Present were committee members Brossard, Williamson and Limpert; <br />Councilmembers Glassburn, Hemann, Kelly and Schumann; Council President Jones; <br />Mayor Kennedy, Director of Human Resources Gallo, Director of Law Gareau, Director <br />of Planning and Community Development Lieber, City Engineer DiFranco and guests. <br />• Discussed was Ordinance 2020-117. An Ordinance amending Section 555.09 <br />"Emergency Exception" of Chapter 555 "Noise Control" of the General Offenses <br />Code of the Codified Ordinances of the City of North Olmsted to include <br />emergency generators as an exception to the Noise Control Standards, and <br />declaring an emergency. Mayor Kennedy said this amends and updates our Noise <br />Control Ordinance to reflect the new standard noise levels of 66 decibels and a <br />distance of 27 feet between neighboring dwellings. The committee voted 3-0 to <br />recommend to Council. <br />• Discussed next was Ordinance 2020-121. An Ordinance dispensing with the <br />formal RFP process and authorizing and directing the Director of Planning and <br />Community Development to engage the services of Mott MacDonald to undertake <br />a Road Safety Audit for portions of Berkshire Road and Porter Road for the <br />purpose of investigating safety concerns presented to the Council by the public <br />and to make recommendations for roadway safety improvements, and declaring <br />an emergency. This is referencing two specific residences. At the Berkshire <br />address three cars have left the roadway in the past 18 years, including two that <br />have resulted in collisions with the home itself. The other is on Porter Road where <br />11 cars have left the roadway in 19 years with a total of 84 accidents in this area <br />since 2002.
