Council Minutes of 1 1-17-2020 <br />recommendations as per the Ohio Manual of Traffic Control Devices, the <br />committee voted 3-0 to hold in committee. It should be noted, leading up to this <br />meeting the Council Clerk notified Council of other areas of concern that had <br />been sent in. These were appreciated, but the particular focus of this meeting were <br />these two areas and the others would be tackled at a later meeting. <br />Councilman Schumann Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, November 10, 2020 at 7:56 p.m. Present were <br />committee members Schumann, Brossard and Kelly; Council members Glassburn, <br />Hemann, Limpert and Williamson; Council President Jones; Mayor Kennedy, Director of <br />Finance Copfer, Director of Human Resources Gallo, Director of Law Gareau, Director <br />of Planning & Development Lieber, City Engineer DiFranco and guests. <br />• Discussed was Ordinance 2020-114. A Resolution approving of and authorizing <br />the Mayor to enter into a Collective Bargaining Agreement ("CBA") with the <br />American Federation of State, County and Municipal Employees ("AFSCME") <br />Local 2681, Clerical & Technical Unit, for the period of January 1, 2021, through <br />December 31, 2023, and declaring an emergency. This bargaining unit covers our <br />Building Department Inspectors, Permit Clerks, Secretaries, Receptionists, <br />Bookkeepers and Recreation Center maintenance employees. The cost of living <br />increases will be 0% in 2021 and 2.5% in 2022 and 2023. There are changes to <br />the health care plans. Holidays will include Martin Luther King day as well as all <br />day Christmas Eve and New Year's Eve. All classifications have had 50 cents <br />added to the final step. Sick bonus and premium pay for a commercial drivers <br />license has been eliminated from the contract. The committee voted 3-0 to <br />recommend to Council. <br />• Discussed next was Resolution 2020-115. A Resolution authorizing the Director <br />of Human Resources to solicit proposals pursuant to the request for proposal <br />process ("RFP") for the lease and servicing of photocopiers, and further <br />authorizing the Mayor, subject to approval of the Board of Control, to enter into a <br />contract for same. The current contract will expire in March of 2021. It was <br />amended to add an emergency clause so the RFP could be published in December. <br />The committee voted 3-0 to recommend to Council as amended. <br />• Next was Ordinance 2020-116. An Ordinance amending Section 131.06 entitled, <br />"Authority to Accept Donations" of Chapter 131 of the Administrative Code of <br />the Codified Ordinances of the City of North Olmsted entitled "Mayor" in order <br />to revise standards for the acceptance of donations to the City of North Olmsted. <br />Council President Jones said this requires any donation of $1,000 to go to Council <br />prior to acceptance of the donation. After clarification from the Director of Law, <br />the committee voted 3-0 to recommend to Council. <br />Councilman Schumann moved to amend Resolution 2020-115. The motion was seconded <br />by Councilman Brossard and passed unanimously. <br />Roll Call: <br />Yes: Schumann, Brossard, Hemann, Kelly, Glassburn, Limpert, Williamson <br />No: None <br />Motion carried.
