Council Minutes of 12-01-2020 <br />• Next was Ordinance 2020-124. An Ordinance dispensing with the RFP process <br />otherwise required by Sections 111.03 et seq. of the Administrative Code and <br />authorizing the Mayor, subject to approval of the Board of Control, if necessary, <br />to enter into a two-year agreement with the Walter H. Drane Company for the <br />purpose of providing ordinance codification services to the City of North <br />Olmsted, and declaring an emergency. This is a two-year agreement, the previous <br />agreement was five years. There is no increase in costs. With the change in <br />ownership of this company we are able to keep options open with a two-year <br />arrangement. The committee voted 3-0 to recommend to Council. <br />• Discussed next was Ordinance 2020-125. An Ordinance authorizing a temporary <br />vacancy in the position of Director of Public Safety. Discussion was centered <br />around the Mayor's wish to have his nominee concentrate on service in the <br />coming year before stepping into the Safety Director role. There were some <br />councilpersons who questioned the wisdom of leaving the Safety Director <br />position vacant as well as a concern as to the length of time being deemed <br />necessary to prepare the candidate for the combined title. The committee voted 2- <br />1 to recommend to Council. <br />Councilman Limpert Chairman of the Streets & Transportation Committee: <br />The Streets & Transportation Committee met on Tuesday, November 24, 2020 at 7:40 <br />p.m. Present were committee members Limpert, Kelly and Glassburn; Council members <br />Brossard, Hemann, Schumann and Williamson; Council President Jones; Mayor <br />Kennedy, Director of Finance Copfer, Director of Human Resources Gallo, Director of <br />Law Gareau, Director of Planning & Development Lieber and guests. <br />• Discussed was a proposed amendment to Resolution 2020-111. A Resolution <br />authorizing and directing the Director of Planning & Community Development to <br />make application to the Ohio Department of Transportation (ODOT) on behalf of <br />the City of North Olmsted for funding for safety related improvements to Clague <br />Road; and further authorizing funds for the required local match; and further <br />authorizing the Mayor to accept the grant if awarded and to execute a contract for <br />the same, and declaring an emergency. The amendment proposed is to create a <br />proposal from the Mott MacDonald study alternative to include a third lane with a <br />detailed cost analysis. It also requested a five year plan of projects over $250,000 <br />for other streets within the City as Mr. Glassburn needed more context for other <br />city projects before he could determine whether the solution of the consultant's <br />recommended alternative should move forward. There was some discussion on <br />the amendment as it changed the request from applying for safety funding to <br />instead applying for standard road funding as well as requesting a five year plan <br />of all streets across the City with projects over $250,000. At that time there was <br />not an opinion by the Director of Law. Since that time, the Director of Law has <br />submitted an opinion that the five year plan was outside the scope for the single <br />subject of the Resolution, of which Mr. Glassburn disagreed. After much <br />discussion on the amendment, the merits and appropriateness of a five year plan <br />and timelines for applying for different funding cycles. The committee voted 2-1 <br />to approve the amendment. <br />3 <br />
