Council Minutes of 12-01-2020 <br />Councilman Brossard Chairman of the Public Safety, Health & Welfare Committee: <br />The Public Safety, Health & Welfare Committee met on Tuesday, November 24, 2020 at <br />7:35 p.m. Present were committee members Brossard, Williamson and Limpert; <br />Councilmembers Glassburn, Hemann, Kelly and Schumann; Council President Jones; <br />Mayor Kennedy, Director of Finance Copfer, Director of Human Resources Gallo, <br />Director of Law Gareau, Director of Planning and Community Development Lieber and <br />guests. <br />• Discussed was a transfer of a Liquor Permit. Permit Number 7090530, Franks <br />Place located at 4862 Dover Center Road would be transferred to Permit Number <br />7090538 also Franks Place. The police department had no objections. The <br />committee voted 3-0 to recommend not to object to Council. <br />Councilman Brossard moved to not object to the transfer of Liquor Permit 7090530 to <br />Liquor Permit 7090538 Franks Place located at 4862 Dover Center Road. The motion <br />was seconded by Councilwoman Williamson and passed unanimously. <br />Roll Call: <br />Yes: Brossard, Williamson, Limpert, Hemann, Glassburn, Kelly, Schumann <br />No: None <br />Motion carried. Liquor Permit 7090538 not objected to 7-0. <br />Councilman Schumann Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, November 24, 2020 at 7:00 p.m. Present were <br />committee members Schumann, Brossard and Kelly; Council members Glassburn, <br />Hemann, Limpert and Williamson; Council President Jones; Mayor Kennedy, Director of <br />Finance Copfer, Director of Human Resources Gallo, Director of Law Gareau and guests. <br />• Discussed was Ordinance 2020-122. An Ordinance establishing the rates of <br />compensation for various administrative and legislative personnel for the years <br />2021, 2022 and 2023 with salary ranges of a zero percent (0%) increase for 2021 <br />and a two and one-half percent (2.5%) increase in 2022 and 2023 for full-time and <br />part-time positions; amending Sections 14, 15 and 16; and otherwise restating <br />compensation benefits and descriptions for various administrative and legislative <br />personnel for the years 2021, 2022 and 2023, and declaring an emergency. This is <br />for non -bargaining units. Section 14 adds Martin Luther King Day, Christmas Eve <br />and New Year's Eve as holidays. Section 15 offers a one-time two week sell back <br />of vacation time in 2021. Section 16 allows up to $750 for boot and clothing <br />allowance for the foreman. The committee voted 3-0 to recommend to Council. <br />• Discussed next was Ordinance 2020-123. An Ordinance establishing and fixing <br />the compensation for the elected officials of the City of North Olmsted at an <br />increase of zero (0) percent for 2022, zero (0) percent for 2023, and two and one- <br />half (2 ''/2) percent for 2024 and two (2) percent for 2025 for the term of office <br />commencing January 1, 2022 and ending December 31, 2025. This had been <br />discussed previously in Committee of the Whole. The committee voted 3-0 to <br />recommend to Council. <br />
