Council Minutes of 12-01-2020 Councilman Brossard Chairman of the Public Safety, Health & Welfare Committee: The Public Safety, Health & Welfare Committee met on Tuesday, November 24, 2020 at 7:35 p.m. Present were committee members Brossard, Williamson and Limpert; Councilmembers Glassburn, Hemann, Kelly and Schumann; Council President Jones; Mayor Kennedy, Director of Finance Copfer, Director of Human Resources Gallo, Director of Law Gareau, Director of Planning and Community Development Lieber and guests. • Discussed was a transfer of a Liquor Permit. Permit Number 7090530, Franks Place located at 4862 Dover Center Road would be transferred to Permit Number 7090538 also Franks Place. The police department had no objections. The committee voted 3-0 to recommend not to object to Council. Councilman Brossard moved to not object to the transfer of Liquor Permit 7090530 to Liquor Permit 7090538 Franks Place located at 4862 Dover Center Road. The motion was seconded by Councilwoman Williamson and passed unanimously. Roll Call: Yes: Brossard, Williamson, Limpert, Hemann, Glassburn, Kelly, Schumann No: None Motion carried. Liquor Permit 7090538 not objected to 7-0. Councilman Schumann Chairman of the Finance Committee: The Finance Committee met on Tuesday, November 24, 2020 at 7:00 p.m. Present were committee members Schumann, Brossard and Kelly; Council members Glassburn, Hemann, Limpert and Williamson; Council President Jones; Mayor Kennedy, Director of Finance Copfer, Director of Human Resources Gallo, Director of Law Gareau and guests. • Discussed was Ordinance 2020-122. An Ordinance establishing the rates of compensation for various administrative and legislative personnel for the years 2021, 2022 and 2023 with salary ranges of a zero percent (0%) increase for 2021 and a two and one-half percent (2.5%) increase in 2022 and 2023 for full-time and part-time positions; amending Sections 14, 15 and 16; and otherwise restating compensation benefits and descriptions for various administrative and legislative personnel for the years 2021, 2022 and 2023, and declaring an emergency. This is for non -bargaining units. Section 14 adds Martin Luther King Day, Christmas Eve and New Year's Eve as holidays. Section 15 offers a one-time two week sell back of vacation time in 2021. Section 16 allows up to $750 for boot and clothing allowance for the foreman. The committee voted 3-0 to recommend to Council. • Discussed next was Ordinance 2020-123. An Ordinance establishing and fixing the compensation for the elected officials of the City of North Olmsted at an increase of zero (0) percent for 2022, zero (0) percent for 2023, and two and one- half (2 ''/2) percent for 2024 and two (2) percent for 2025 for the term of office commencing January 1, 2022 and ending December 31, 2025. This had been discussed previously in Committee of the Whole. The committee voted 3-0 to recommend to Council.
