Council Minutes of 12-01-2020 <br />services to residents or have a negative impact on the overall budget. The <br />committee voted 3-0 to recommend to Council. After the committee voted to <br />recommend, the Mayor requested an emergency clause be added to the legislation <br />and suspension of three readings at the next Council meeting. <br />Councilwoman Hemann moved to amend Resolution 2020-118 to include an emergency <br />clause. The motion was seconded by Councilman Glassburn and passed unanimously. <br />Roll Call: <br />Yes: Hemann, Glassburn, Kelly, Williamson, Brossard, Limpert, Schumann <br />No: None <br />Motion passed. Resolution 2020-126 amended 7-0. <br />COMMUNICATIONS <br />Amy Allen, who resides at 24898 Fawn Drive, sent an e-mail to Council regarding <br />Ordinance 2020-77. Ms. Allen said she is in favor of changing the rules of small lots that <br />can have chickens. A copy of the e-mail was forwarded to Council and is attached to the <br />Minutes. <br />AUDIENCE PARTICIPATION <br />None <br />LEGISLATION <br />Resolution 2020-114 introduced by Mayor Kennedy was given its third reading. A <br />Resolution approving of and authorizing the Mayor to enter into a Collective Bargaining <br />Agreement ("CBA") with the American Federation of State, County and Municipal <br />Employees ("AFSCME") Local 2681, Clerical & Technical Unit, for the period of <br />January 1, 2021, through December 31, 2023, and declaring an emergency. Councilman <br />Schumann moved for adoption. The motion was seconded by Councilman Brossard and <br />passed unanimously. <br />Roll Call: <br />Yes: Schumann, Brossard, Limpert, Kelly, Glassburn, Hemann, Williamson <br />No: None <br />Motion carried. Resolution 2020-114 adopted 7-0. <br />Resolution 2020-115 introduced by Mayor Kennedy was given its third reading. A <br />Resolution authorizing the Director of Human Resources to solicit proposals pursuant to <br />the request for proposal process ("RFP") for the lease and servicing of photocopiers, and <br />further authorizing the Mayor, subject to approval of the Board of Control, to enter into a <br />contract for same, and declaring an emergency, as amended. Councilman Schumann <br />moved for adoption. The motion was seconded by Councilman Brossard and passed <br />unanimously. <br />Roll Call: <br />0 <br />
